About this file

This document includes a statement of work and solicitation for an engine replacement for a NASA Gulfstream GIV aircraft. NASA requires a Rolls Royce Tay 611-8 engine with a minimum of 3000 hours and 6 years of calendar life remaining to replace the existing engine on the aircraft due for overhaul in October 2022. The statement of work provides three options for fulfilling this requirement: option one involves overhauling the existing engine and using a lease engine during that time; option two is purchasing an overhauled engine with the existing engine provided for core exchange; and option three is purchasing a used engine meeting time and life requirements. For all options, the selected vendor must deliver the engine by November 1, 2022 and arrange shipment to NASA Langley Research Center in Hampton, Virginia. Interested vendors must submit quotes by emailing to the points of contact by July 29, 2022 referencing solicitation number 80LARC21Q802062.

SECTION 1

STATEMENT OF WORK

NASA Langley Research Center Gulfstream GIV Engine

INTRODUCTION/BACKGROUND

NASA N522NA, a Gulfstream GIV aircraft (serial number (S/N) 1199), is a NASA

Langley Research Center (LaRC) public-use aircraft used for research missions.

SCOPE OF WORK

NASA requires a Rolls Royce Tay 611-8 engine with a minimum of 3000 hours and 6 years calendar life remaining prior to its next major maintenance requirement (e.g. mid-life, overhaul) due to N522NA Engine #2 (S/N 16492) coming due for overhaul in October 2022.

NASA will consider the following options to fulfill this requirement:

OPTION 1: Overhaul of S/N 16492 – NASA will fly N522NA to a vendor specified airfield, at which time the vendor will remove S/N 16492 and replace with a lease engine. At the completion of the overhaul of S/N 16492, NASA will return to the vendor specified airfield to have the lease engine removed and S/N 16492 installed. Vendors providing proposals for this option shall include in the proposal the following:

• Price for engine overhaul. Offer shall specify what is included in the price as well as what will be considered over and above expenses.

• Price for lease engine. Engine lease will be for the duration of S/N 16492 overhaul. Any limitation on engine lease shall be specified (e.g. hours, cycles, etc.)

OPTION 2: Purchase of overhauled engine with S/N 16492 provided for core exchange. Price for this option shall include overhauled engine price and S/N 16492 core exchange value.

Vendors providing proposals for this option shall provide copies of engine logbooks for proposed engines. Vendor will be responsible for shipping the overhauled engine to NASA LaRC in Hampton, Virginia.

OPTION 3: Purchase of used engine. Any engine proposed under this option shall have 3000 hours and 6 years calendar life remaining. Vendors providing proposals for this option shall include used engine price, copies of engine logbooks, and S/N 16492 core exchange value if applicable. Vendor will be responsible for shipping the used engine to NASA LaRC in Hampton, Virginia.

PERIOD OF PERFORMANCE

For Option 1, NASA will require S/N 16492 overhaul to be completed no later than 10 November 2022. N522NA will be delivered to the vendor facility for S/N 16492 removal and lease engine installation no earlier than 1 September 2022 and no later than 12 September 2022.

For Option 2 and 3, NASA will require the purchased engine to be delivered to NASA LaRC in Hampton, Virginia no later than 1 November 2022 with S/N 16492 returned to the vendor for core exchange no later than 15 November 2022.

WORK REQUIREMENTS – LINE ITEM 1

1. The work described in this SOW shall be completed In Accordance With (IAW) the current manufacturer`s applicable technical data/publication and the Vendor`s repair station approved processes.

2. For Option 1, the vendor shall provide the LaRC POC with weekly progress updates to include: discrepancies found, completed inspections, schedule adjustments, and part requirements. This report can be verbal or delivered electronically in contractor format.

3. Upon completion of any CMP Task Code, CB, or AD, the vendor shall submit correctly completed associated paperwork to CMP for record updating and tracking.

4. For Option 1, a complete Portfolio of all maintenance accomplished shall be provided 3 business days prior to the Flight Readiness Review (FRR) (see paragraph 5 below). The portfolio shall include: documentation of all work accomplished, test results for engine test cell runs, NDI reports as required, and approved FAA Form 8130-3 Airworthiness Approval Tags/Certificate of Conformance/Material Certification for all vendor acquired parts replaced, and itemized invoicing for all work accomplished beyond the original contracted work. Maintenance documentation records will, at a minimum, contain a complete description of the maintenance/repair/replacement/inspection/Non-Destructive Inspections (NDI) accomplished, the date, certification number, type of certificate held by the person or company performing the work, and technical manual and paragraph information references.

5. For Option 1, the vendor shall provide a representative for a Flight Readiness Review to speak on behalf of all maintenance accomplished. The review focuses on the flight operational safety aspects of a specific aircraft flight after an alternation, modification, repair, or maintenance has been accomplished. The review may be conducted via a teleconference.

6. For Option 1, NASA LaRC may perform a Functional Check Flight (FCF) at the vendor`s location after the completion of the maintenance flight release review, if required. The vendor shall assist NASA LaRC personnel with aircraft preparation for FCF (as required) and departure from vendor facility.

7. For Option 2 and 3, the vendor shall provide copies of engine logbooks for any proposed engine.

8. The vendor shall provide electronic copies of all documents in PDF format.

9. Deliverables

a. Portfolio. See Item 4 above.

b. Forms 8130-3 as required. See Item 4 above.

c. Engine Logbooks

d. List of any certifications held, such as AS9100, AS9120, ISO9001, AS6081, AS5553, FAA Repair Station, etc. Supporting documentation shall be included with each certification.

WORK REQUIREMENTS – LINE ITEM 2 REPAIRS NTE $75000

For Option 1, any required repairs outside the scope of the overhaul discovered during the maintenance effort in Line Item 1 shall only be performed once Government Approval is obtained in accordance with the following:

The vendor shall provide to the Government a Repair Request that includes the following:

1. A list of additional repairs or discrepancies found during maintenance.

2. A price(s) in sufficient breakdown to determine reasonableness (hours/rates/material).

3. A basis of estimate to support the prices proposed.

Upon receipt by the Government, the Government will determine if the repair shall be made by the vendor.

All parts purchased by the vendor and installed shall be accompanied by an approved FAA Form 8130-3 Airworthiness Approval Tag, Certificate of Conformance, or Material Certification. Parts provided by NASA will only require a NASA provided Ready-For-Install (RFI) tag.

Note: Any Line 2 work performed without prior written approval from the LaRC POC for repairs is at the sole risk of the Contractor.

A summary cumulative-to-date Repair Report shall be maintained and submitted with each repair request to ensure the $75000 ceiling is not exceeded. In the event approved repairs will exceed the NTE amount, a contract modification will be required to increase Line Item 2 funding.
