SECTION 00010
REQUEST FOR PROPOSALS
The Academy for Classical Education Macon, Georgia
Sealed Proposals for furnishing all materials, labor, tools, equipment and appurtenances necessary to complete the ACE Main Parking Expansion (the “Project”) will be received by The Academy for Classical Education (the “Owner”) at the 5665 New Forsyth Road Macon, Georgia, 31210 (ACE Main Office) until 11:00 A.M., Tuesday, January 20, 2026.
The Project consists of furnishing all labor and materials required for ACE Main Parking Expansion at 5665 New Forsyth Road, in Macon, Georgia, including but not limited to grading, drainage, erosion control, concrete and hot mix asphalt paving, and stabilization of disturbed areas.
The Project will be awarded in one contract.
The Contract Time is 90 calendar days. Liquidated damages in the amount of two hundred fifty dollars ($250.00) shall be assessed for each day the work extends beyond each milestone completion date.
Basis for Award: The Owner will award the Contract in accordance with the following procedure. The Owner will first eliminate from consideration all proposers who are not “responsive” and “responsible”. The Owner will deem all remaining proposers to be reasonably susceptible of being selected for award, and may give such proposers an opportunity to participate in discussions, negotiations and revisions of their proposals (including the terms and conditions of the Contract), in order to obtain their best and final offers; provided that the Owner reserves the option to select the successful remaining proposers from the submittals without engaging in such discussions, negotiations and revisions. If only a single proposer remains, the Owner will deem and determine (in writing) its offer to be most advantageous to the Owner, and, subject to its right to reject any such proposal or engage in further discussions, negotiations and revisions with said proposer, will award the Contract to such proposer.
Evaluation Factors: The RFP contains certain “Evaluation Factors”, as well as related weighting indicating the relative importance of the Evaluation Factors, The Owner may assign to each proposal up to the maximum number of points indicated for each Evaluation Factor based upon a Scoring Matrix (which is available for review), relying on its review of each proposer’s proposal, and will then multiply each respective number of points by the weight specified for the respective Evaluation Factor. Subject to its right to reject such proposal, the Owner will then make an award to the responsible and responsive proposer whose proposal is determined in writing to be the most advantageous to the Owner, taking into consideration these Evaluation Factors; i.e., the top scoring proposal. The Evaluation Factors shall be the basis on which the award decision is made.
