2. Introduction
This Sources Sought is a request to gain more information to see what vendor has the ability to provide the supplies to meet the Government’s requirement for a TAD Sting detailed in Attachment 1 – T9 Second TAD Sting SOW.
The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses in regards to this Sources Sought notice / market research, the requirement may result in a sole source, or brand name acquisition, it may be set-aside for small businesses (in full or in part), or it may be procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and feedback or evaluations may or may not be provided to companies regarding submissions.

3. Program Background
The Air Force Test Center’s Installation Contracting Division (AFTC/PZIA) at Arnold Air Force Base (AFB) located in Tennessee (TN) is seeking sources that are interested in and capable of meeting the Government’s requirement for a Tetra Adjustable Dogleg (TAD) Sting in accordance with (IAW) Attachment 1 – T9 Second TAD Sting SOW. The architecture is critical to the test and regulations in building the TAD Sting. For experience to be considered relevant, experience needs to be for designing, fabricating, and inspecting wind tunnel stings and measurements of angles less than 0.01°, that are similar, or greater than the physical size and physical complexity described in the attached SOW such as aligning 9 pins/holes simultaneously.
4. Required Capabilities and Specifications
See attachment 1, T9 Second TAD Sting SOW for complete details of the project.
5. Eligibility
The applicable NAICS code for this requirement is 332710 – Machine Shops, with a Small Business Size Standard of 500 Employees. The Product Service Code (PSC) is 3408.
6. Submission Details
Interested vendors should submit a brief capabilities statement package demonstrating their ability to provide the products that meet the specifications listed in Section 4 – Required Capabilities and Specifications. If your company has the ability to provide the required products that meet the required specifications, please provide the following information:
1) The organization’s name, address, primary point(s) of contact email address(es) & telephone number(s), website address, Cage Code, DUNS # and business size (small or large).
2) A tailored capability statements addressing the requirements of this notice with sufficient documentation supporting the vendor’s claim on their ability to provide a technically acceptable product.
a. Provide a high-level project management plan on how the TAD Sting will be build.
3) Provide the expected delivery period.
4) Provide budgetary pricing to support the vendor’s claim (shipping costs shall be included).
5) Indicate if your company is able to produce the entire project in house, or if a sub-contractor will be needed.
6) The submission should outline the vendor’s available contract vehicle(s) to obtain the products and services: GSA (provide schedule), Open Market (SAM.gov), etc.
