SECOND AND FINAL Q&A’s

1. I am writing to ask whether you anticipate this FOA being available next year too, or if this is a one-time funding opportunity. I haven’t been able to find any information about this in the announcement?

Answer: This is a one-time funding opportunity.

2. Page 9 of the FOA describes the role of the CAM. Does any labor or expense associated with the CAM role need to be funded through the Consortium Management element?

Answer: The CAM is the Government lead for this effort and therefore, all executables must be approved by the CAM, to include programmatic and budgetary changes. Being a Government employee no costs associated with the CAM would be charged to the award.

3. Page 5 of the amended FOA states that the LO is able to administer and manage Fundamental Elements 1-4, “however, they are not able to participate in the administration and management of Fundamental Element 5, Strategic Outreach Initiative”. Does this mean that, in a situation where multiple parties will deliver Element 5, the LO must have a partner who must independently manage all subcontracts with each of the Element 5 parties? Or is it permissible for the LO to directly manage subcontracts with all parties, including those who might be engaged as a part of element 5?

Answer: The LO can manage the subawards that are administering programs or initiatives under Fundamental Element 5, however it cannot directly administer any programs or initiatives under Fundamental Element 5.

4. How does a subcontractor submit proprietary information directly to DOD?

Answer: Any proprietary information provided to the Government must be clearly identified and marked to ensure proper management. All information must be submitted with the full proposal through grants.gov.

5. On page 11 of the amended FOA, the Department indicates that the DoDSTEM website "is a Government-owned website which the DSEC will be responsible for maintaining for the life of the program." Will it be the responsibility of the DSEC to provide the system infrastructure where the website is hosted?

Answer: Yes. The DSEC will develop, host, and maintain the DoDSTEM website. All rights are retained by the Government for content on the website.

6. Could the Department provide any applicable information security and technical requirements for the DoDSTEM website including references to DoD regulations or policies?

Answer: The website will need to adhere to all DoD regulations and policies to include information that falls under Personally Identifiable Information (PII) in accordance with DoD Instructions (DoD 5400.11- R).

7. Has your office published the list of teams that are being assembled for the DSEC opportunity? I recall in the Opportunity Day meeting a mention that such list would be published. Just wanted to make sure I haven’t missed it?

Answer: Yes. The slides, contact info list and Q&A's are posted to grants.gov and fedbizops under

W911NF-18-S-0008.

SECOND AND FINAL Q&A’s

8. Per page 29 of the FOA, All Consortium Members included in the Cost Application are to provide detailed information on all cost elements included in their proposed budgets to the Lead Organization as part of the Application submission process.” The “Sub Forms” functionality is not enabled in grants.gov for this application, allowing Consortium Members to submit their own portion of the cost estimate. Will the Government accept sealed fully disclosed cost submissions from the individual Consortium Members via email, should they not want to disclose any proprietary or confidential pricing information to the Lead Organization?

Answer: A proposal must include a cost component for the Consortium, with an annual budget breakdown by each fundamental element. Individual Consortium Member budgets will not be accepted.

File details come from the government source that posted it.
