About this file

This document is a Justification for Other Than Full and Open Competition for a sole source procurement of Shop Equipment Contact Maintenance - Light Weight Tool Load (SECM-LW Tool Load), National Stock Number (NSN) 5180-01-652-9501. The General Services Administration (GSA) is acquiring a specialized tool kit for Army vehicle-mounted maintenance units, with Snap-On Industrial as the sole manufacturer. The tool load consists of 812 commercial off-the-shelf components designed for field-level maintenance in various combat conditions, priced at $19,166.00 per unit.

The procurement history dates back to 2008, when the U.S. Army initially competitively awarded a contract to Snap-On Industrial. Subsequent contracts have been sole source, with GSA managing procurement from April 2016 to March 2024. Market research, including a Request for Information in June 2020, confirmed Snap-On as the only vendor capable of providing the complete tool load. The Supply Chain Management Contracting Division is currently reviewing options to potentially make the procurement more competitive in the future, but this justification remains valid to meet current Army maintenance equipment requirements.

NSN 5180-01-652-9501

General Services Administration (GSA) Facilities and Hardware Supply Chain Management Contracting Division (SCM)

General Supplies and Services (GSS) Justification for Other Than Full and Open Competition

13.106-1(b), Sole Source under the Simplified Acquisition Threshold (SAT)

Requisition Number: W81C0152520094

Identification of the Contracting Activity responsible for the acquisition.

The contracting activity is the General Services Administration, Facilities and Hardware Supply Chain Management Contracting Division (SCM), General Supplies and Services (GSS) Federal Acquisition Service, at 2300 Main Street, Kansas City, MO 64108 in support of the Requiring Agencies:

Nature and/or description of the action being approved.

This is a sole source requirement for Shop Equipment Contact Maintenance - Light Weight Tool Load (SECM-LW Tool Load) (T-SECMLW25) , NSN 5180-01-652-9501. The SECM-LW tool load is a large array of commercial off the shelf (COTS) tools and equipment, that serves as an on the ground maintenance shop for Army units in and out of theater.

This action is for the approval of a sole source restricted procurement.

A description of the supplies or services required to meet the agency’s needs (including the estimated value).

The Army SECM (Shop Equipment, Contact Maintenance) Lightweight Tool Kit are the tools that exist within the vehicle-mounted contact-maintenance system (commonly mounted on HMMWV variants) that gives small units a sheltered, weather-resistant workspace plus an integrated set of industrial-quality tools and support equipment for on-site repairs (cutting/welding, air/compressor, battery service, refrigeration/nitrogen charging, etc.). It’s intended for rapid, field-level contact maintenance to restore equipment to mission capability. The SECM-LW Tool Load 5180-01-652-9501 is the totality of the components housed within the SECM-LW structure.

SECM-LW is required to operate and perform under a wide range of terrain, speed, lighting, and situational combat conditions while maintaining as close to a planned schedule of maintenance as is possible under these conditions. It is a critical component of the Army’s field maintenance strategy. SECM-LW Tool Load consists of 812 COTS components that as of this Sole Source Justification, are brand specific, approved and tracked by Product Manager Engineer, Maintenance and Support Equipment (Pdm EMSE) Project Manager and U. S. Army Futures Command Sustainment- Capability Development Integration Directorate (S-CDID) Ground Maintenance Capability Directorate. Currently Snap-On Industrial is the only vendor capable of meeting this need. T-SECMLW25 is not listed in their catalogue or available for resale.

The estimated value is $19,166.00 each, quantity 1.

An identification of the statutory authority permitting other than full and open competition.

In accordance with FAR 13.106-1(b)(1) - Sole Source procurement under SAT

Docusign Envelope ID: 221A2E7F-8851-4297-889A-4785306EDD41

A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.

Snap-On has historically been the only contractor capable of providing the SECM-LW Tool Load in its totality since 2008. In 2008, the U.S. Army, TACOM -Rock Island, IL, solicited to procure the SECM-LT; this procurement was unrestricted utilizing full and open competition, consisting of technical and price related evaluation factors. Under Solicitation No. DAAE20-03-D-0087, a competitive award was made by TACOM to Snap-On Industrial for a 5 year Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the SECM-LT on January 18, 2008 for a maximum quantity of 4,200 SECM-LT units, and for the SECM-HVY on July 25, 2008 for a maximum quantity of 330 units. After the conclusion of the TACOM contract, GSA then took over procurement responsibility and subsequently solicited as a sole source, Requirements Contract, for a total period of performance (POP) of 5 years including options. Award went to Snap-On Industrial under contract GS-06F-DA144 with POP from April 01, 2016 to March 31,2021. GSA then completed a follow-on three year contract (one year, two option periods) that ran from April 1, 2021 through March 31, 2024.

To date, Snap-On Industrial is still the only manufacturer able to provide the full breadth of the tool load which is now procured on a case-by-case basis. SECM-LW is a legacy tool currently sustained by GSA. PdM EMSE has oversight of orders for the NSN, providing a second layer of approval for all orders for NSN 5180-01-652-9501, as Next Gen SECM is being rolled out to units via a non-GSA contract.

A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under 5.202 applies.

Due to the sole source nature of this solicitation, no other sources will be sought. The justification will be posted as a standing sole source justification, as requisitions are ongoing.

GSA Engineering has deemed this NSN currently unable to be turned Brand Name or Equal.

A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.

Pricing will be evaluated against historical pricing. SECM-LT underwent an Economic Price Adjustment in January 2024. Snap-On’s price offering will undergo evaluation to determine fair and reasonableness.

A description of the market research conducted (see part 10) and the results or a statement of the reason market research was not conducted.

Market research has been an ongoing process for SECM-LW in an effort to open competition and rewrite the specifications to Brand Name or Equal. Below is an abbreviated history of the market research efforts. For more information see QSDM-J3-203010-A Brand Name Justification and Approval.

An RFI was issued June 18, 2020 with a closing date of July 10, 2020. The RFI consisted of a questionnaire and a spreadsheet requesting information on the procurability of the SECM-LW Tool Load from vendors other than Snap-On. Analysis of the results concluded that Snap-On Industrial was still the only contractor able to provide NSN 5180-01-652-9501. There has been no change to the current NSN IPD, though efforts are underway to rewrite the NSN as Brand Name or Equal to encourage competition.

Any other facts supporting the use of other than full and open competition, such as:

All facts supporting the use of other than full and open competition are stated within this document.

A listing of the sources, if any, that expressed, in writing, an interest in the acquisition.

This is a sole source requirement, no other sources have expressed an interest in writing.

A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.

Supply Chain Management Contracting Division is currently undergoing a comprehensive reexamination of the Brand Name nature of the SECM-LW Tool Load. In accordance with GSA’s Federal Acquisition Service(FAS) Engineer and PdM EMSE Program Management advice, a determination will be made for the future of NSN 5180-01-652-9501. This Sole Source Justification remains valid until that detailed re-examination is complete, allowing for the current Army requirements to be met while meeting the current status of the NSN.

The Contracting Officer certifies that this Justification for Other Than Full and Open Competition is accurate and complete to the best of the Contracting Officer’s knowledge and belief.

Tabitha Smith

Contracting Officer
