Attachment C - STATEMENT OF WORK

Background

The U.S. Securities and Exchange Commission (SEC) is soliciting a single vendor to serve as the primary contractor for custom framing services, exhibit design and installation or wall/gallery hanging system design and installation. Primarily, these services will be provided for the SEC headquarters building, referred to as "Station Place," which consists of three interconnected buildings located adjacent to Union Station on 100 F Street, NE, Washington, DC. However, for framing requirements there may be small, occasional requirements for SEC Regional offices in eleven (11) major cities in the United States.

C.2 Scope

The contractor shall provide all necessary supervision, labor, materials, and equipment necessary to coordinate, plan, and manage the purchase and installation of all SEC exhibit related and framing requirements. The required work for this effort will commence after the award of this purchase order and receipt of the contractor's certificate of insurance.

C.3 Requirements

The contractor shall perform in accordance with the requirements set forth below and in each respective task order or technical direction letter (TDL). The contractor shall take all necessary precautions to ensure the health and safety of workers and employees of the SEC throughout all aspects of each task order or TDL. Prior to the design of an exhibit or hanging of artwork, the contractor shall walk through each area identified for work with the COR and note any special conditions which may present problems during installation.

C.3.1 Exhibit Design and Installation: The contractor shall design and install exhibits throughout Station Place on an as-needed basis for each task order or TDL. Some exhibits will be permanent, while others are temporary. The contractor shall design exhibits that do not damage walls or surrounding areas, provide materials and all necessary equipment, and install the exhibit per each task order. The contractor shall carefully move selected, SEC inventoried artwork to the exhibit and upon completion of the exhibit term, remove the artwork from the exhibit. The artwork shall be carefully wrapped in accordance with commercially acceptable standards and practices, and returned to its designated storage area at Station Place.

C.3.1.1 Exhibit Design and Installation Requirements:

Exhibits shall display SEC artwork at Station Place. The exhibit requirements will be set forth in each individual task order or TDL.

The contractor shall:

(1) Design and install exhibits, as per individual task order or TDL, which includes providing all required components, materials and labor.

(2) Upon approval of contractor's design and cost estimate, provide all materials, labor, and equipment for exhibit installation.

(3) Remove exhibit artwork from SEC inventory, and assemble and install the exhibit.

(4) At SEC request, remove the exhibit, carefully wrap the artwork in accordance with commercially acceptable standards, and return the artwork to the designated location.

(5) Account for all artwork upon removal of exhibit.

(6) Be responsible for verifying all field conditions and measurements before responding to request for quote for each new task order or TDL.

(7) Minimize any damage to the surface areas behind and around the exhibit by providing protective material to the floors and furniture.

(8) Remove all debris and protective material from floor and furniture at the conclusion of the exhibit installation and vacuum the floor to ensure no debris remains.

C.3.2 Wall/Gallery Hanging System: For each task order or TDL, the contractor shall conduct a site visit to ensure measurements and design an adjustable hanging system for inventoried SEC pictures/artwork that does not damage walls or surrounding areas. The hanging system must be able to support an overall weight of up to 300 pounds and easily adaptable to changes required by SEC staff. A description of the composition of the walls at Station Place is provided in Attachment

1. Each task order will indicate the type of wall that exists in the identified space to be used for hanging artwork.

C.3.2.1 Wall/Gallery Hanging System Requirements:

The gallery hanging system shall:

(1) Be supported by a horizontally adjustable track, permanently mounted to the "ceiling line" (where the wall meets the ceiling) unless site conditions dictate a different position.

(2) Be adjustable both horizontally and vertically to enable changes, additions and exhibit expansions.

(3) Be able to support individual pictures that weigh up to 75 lbs and vary in size and shape.

(4) Be able to support an overall weight of at least 300 lbs.

(5) Must be easily adaptable to changes required by SEC staff.

(6) Use braided wires to hang the artwork.

(7) Must not damage the walls or surrounding surfaces.

The Contractor shall:

(1) Design a gallery hanging system appropriate for the room(s) identified in each task order or

TDL.

(2) Upon approval of the design, proposal of materials and the cost estimate, the Contractor shall install the gallery hanging system.

(3) Provide moldings to cover the adjustable track. The moldings shall match existing moldings. If no moldings exist in the room, then the contractor shall provide custom-made or commercially manufactured moldings in order to make the adjustable track virtually unnoticeable.

(4) Be responsible for verifying all field conditions and measurements prior to submitting a proposal for identified tasks.

(5) Minimize any damage to the surface areas behind and around the gallery hanging systems.

(6) The contractor shall adjust the gallery hanging system as requested by the COR. The hanging system shall also be adjustable in the event that SEC staff is required to make changes.

C.3.3 Framing: The contractor shall provide customized/semi-customized framing of pictures, certificates, awards, and other artwork as specified per individual task order or TDL. The contractor shall provide low, medium and high quality custom/semi-custom frames and mattes of various colors and shades. The frames shall consist of metal, wood, or plastic, to be specified in the work order.

Attachment 1 - Composition of Walls at Station Place

1. Typically, wall finishes in the elevator lobbies are comprised of granite, granite laminate, and wood (millwork) finishes.

2. Other wall coverings are a combination of either drywall with paint or drywall with wall paper.

3. There are several conference rooms on each floor that have glass walls.

4. Some rooms contain soundproof walls.

5. Some areas have sections of wood panels constructed to stand in front of a wall to present a different finished appearance. Gallery hanging systems can be attached to the facing of a narrow strip of wood and then fasten the wood to the top surface of the panel to avoid damaging the panel face or finish.
