5. Is the SEC willing to prepay the first major invoice?

Invoices can be accepted and approved by the SEC once the subscription period has started. The SEC cannot prepay for subscriptions before the effective start date of the subscription and all invoices must comply with SEC Clause 5003.00 of the RFP.

6. Is firm fixed title pricing required or does the SEC only require a firm fixed service charge offer?

Yes, firm fixed pricing is required for title prices and any service charge CLINs.

7. If firm fixed title prices are required, will allowances be made for publisher price increases for each option year? Must this be specified in the Price Proposal?

The SEC is requesting pricing for one year for the titles in Attachment # 3.

The SEC will determine which subscriptions are required in future years and request quotes for renewal from the awardee(s) of the IDIQ contract.

8. Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement?

The incumbent contractor is EBSCO Industries, Inc. The incumbent contract number is

SECHQ111F0188A.

9. Although the list clearly delineates the users for most titles, there are a couple of titles that may require number of FTEs. I saw that the highest number of users identified on the title list was 100. May I use that figure?

See response to question # 4.

10. In the cases where multiple users are identified, are they all at the library site or will there be remote access off site? If so, are those the addresses identified in the title list?

Where multiple users of electronic products are identified, they may be at SEC Headquarters Office or at any of the other SEC regional offices. The users may be at a different location from the location indicated on the title list.

11. Secondly, can you provide IP address(es) or ranges in case we are asked by publisher? That information shall remain confidential and shall only be used for the purposes of obtaining a quote.

We can’t provide IPs until after contract award.
