You mention in the PWS that the translated pages should be as near as possible to the original layout and presentation. Without seeing the documents or a representative sample, it is not possible to provide a price quote for formatting a written document. Since we are receiving a PDF version of the document, we would have to recreate the format from scratch on the translated version. Can you provide us with a representative sample page so we can make a determination as to the level of effort it will take to format the translated documents?By layout, we mean that we do not want to receive block of texts. If there are headings we would want headings; if there are footnotes, we would want comparable footnotes, etc. We cannot provide a sample.
If you cannot provide us with a sample page, can we provide a per hour charge for formatting so it can be invoiced as a separate line item?Yes, for proposal preparation purposes you can provide a per hour charge and rate and total cost for formatting if you choose; however, this will be a firm fixed price contract and actuals will not be reimbursed. Whatever costs are proposed will be final costs and will make up an offerors firm fixed price for this effort.
Will the PDF document sent to us for translation be an original editable document or will it be a scanned image of the original document? i.e. Can we cut and paste the text in the PDF or is only a picture? The awardee will be given a scanned image PDF, it is not editable.
The level of effort involved in transcription of recorded audio is completely dependent on the quality of the original audio. Original audio which is broadcast-quality can be transcribed relatively quickly, while surveillance audio or audio where the speech may be unclear can take much longer. Can you please provide us with a sample of the type of audio that requires transcription so we can make an assessment? We cannot provide a sample.
If you cannot provide us with an audio sample, then can you provide a characterization of the audio? i.e. broadcast quality, excellent quality, medium quality, bad quality, etc.Fair quality
If we cannot hear a sample or get an accurate characterization of the audio quality, can we provide an hourly labor rate for audio transcription so it can be invoiced based on the number of hours that were actually used? This will be a firm fixed price contract, so offerors need to provide an hourly rate and quantities and extended price. Actuals will not be reimbusred.
