Sample “Call” for Work Category 2

SECTION I – STATEMENT OF WORK

Work Category 2 QUANTITATIVE ANALYSIS SUPPORT TASKS – Task Order 1

C. STATEMENT OF WORK

C.1 Background The Division of Economic and Risk Analysis (DERA) was created in September 2009 to integrate financial economics, and rigorous data analytics into the core mission of the U.S. Securities and Exchange Commission (SEC). The Division is involved across the entire range of SEC activities, including policy-making, rule-making, enforcement, and examinations. As the agency’s “think tank,” DERA relies on a variety of academic disciplines, quantitative and non-quantitative approaches, and knowledge of market institutions and practices to enable the Commission to approach complex matters using innovative and risk based methods. DERA also assists in the Commission’s efforts to identify, analyze, and respond to risks and trends, including those associated with new financial products and strategies. Through the range and nature of its activities, DERA serves the critical function of promoting collaborative efforts throughout the agency.

Within DERA, the Office of Quantitative Research (OQR) is responsible for providing analytical research and development, quantitative model development and implementation using modern econometric methods, user support for analytical models, and data management and administration to support these analytical projects. In support of DERA’s analytical functions, OQR has recently assumed responsibilities to create a new analytical development environment and manage database functions to support DERA’s quantitative analysis projects.

OQR builds analytical reports for SEC staff that are accessed through the web in a secure environment. SEC staff uses these reports as additional sources of information about their registrants of interest. The system allows staff to become more informed by fully utilizing any available registrant data. For example, OCIE staff regularly request reports as part of their pre-examinations process. Reports are also used by OCIE staff to inform their exam planning process. Staff in Enforcement also regularly request reports as part of their investigative process. To access reports, staff log into the OQR Information Delivery System (OIDS). When report requests are submitted within OIDS, the system captures input from the web interface and passes it to Statistical Analysis Systems (SAS) macros that create and deliver the requested reports. The OIDS is very flexible and is capable of delivering a wide range of analytical reports derived from almost any source of data. The analytics developed by OQR that were used in the recent Aberrational Performance Inquiry (API) were delivered to staff nation-wide through OIDS.

The SEC receives investor advisor (IA) and mutual fund holdings (MF Holdings) information from commercial data sources on a monthly basis. These data include information describing fund portfolio holdings. These data can be used to understand the distribution of mutual fund holdings and exposures. The MF Holdings data provide a source of information used that can be combined with investment data or data from other registrants. For example, these data could be useful for monitoring mutual fund exposure to sovereign debt or to monitor fund manager incentives and mutual fund family trading activity.

The SEC receives credit default swap (CDS) market data from Depository Trust and Clearing Corporation (DTCC). The source of these data is the Depository Trust and Clearing Corporation’s Trade Information Warehouse (DTCC-TIW). The data include trades and positions data which are received from DTCC on a monthly basis. The SEC also retains historical information that includes between two and three years of data along with quote data from 2009-2010. For reference, the data are described in the “Cross-Border Security-Based Swap Activities” Release No. 34-69490” (page 28 and footnote 50; available at http://www.sec.gov/rules/proposed/2013/34-69490.pdf) and in the memo to the file from the Division of Risk, Strategy and Financial Innovation (available at http://www.sec.gov/comments/s7-39-10/s73910-154.pdf).

C.2 Objectives

This Task Order shall require several projects that analyze disparate data for different purposes. These projects are identified as separate tasks within this Task Order and require separate deliverables due at different times. This Task Order may be considered a sample of the types of projects that will be needed under this work category and contract. Future task orders may include more or fewer analyses than are included in this Task Order.

1. Under this Task Order the contractor shall provide statistical programming to implement DERA analyses using a modular programming approach that is dynamic and flexible. The implementation should be capable of replicating DERA analyses to accommodate for updated data and should be capable of efficiently applying DERA analyses to the full dataset. The statistical programs should be modular and capable of generating analytics, graphics and reports that incorporate DERA model results. The statistical programs should be capable of generating reports or analyses using SAS macros.

Under this Task Order the contractor shall also provide statistical and quantitative methods to produce reports, graphs, tables, and other displays that convey analytical findings.

2. This effort shall require demonstrated understanding of the current academic financial economics literature, applicable financial economic theories, modern econometric methods, and quantitative approaches to implement these methods. In particular, the contractor shall apply quantitative approaches described in the top academic journals to the MF Holdings data to provide DERA analyses and implementations of academic studies of incentives in mutual fund of funds and fund families. The contractor’s analysis shall identify potential risks associated with conflicts of interest at the fund and the family level.

3. This Task Order shall require demonstrated understanding of the current academic financial economic literature, the applicable financial economic theories, modern econometric methods, and quantitative approaches to implement these methods as described in top financial economic academic journals. In particular, the Contractor shall apply quantitative approaches described in top academic journals to provide DERA analyses and implementations of appropriate pricing and valuation models that could be applied to CDS data submitted through the Depository Trust and Clearing Corporation’s Trade Information Warehouse (DTCC-TIW). These analyses will support the estimation of CDS pricing models that incorporate hazard function estimates and CDS transaction costs.

C.3 Scope The scope of this task order includes analyses and reports in 3 areas: MF Holdings, CDS data in the DTCC-TIW, and reports, graphs, tables, and other output for display within an existing OQR display tool (OIDS). Tasks 2 through 4 may be completed in a phased approach to meet deliverable deadlines identified herein.

The Contractor shall implement quantitative models from the leading academic literature to the MF Holdings data. The implementation shall include coding the models in SAS. The statistical code shall access and appropriately filter the MF Holdings data, generate model estimates and diagnostics, and create output reports in multiple formats including, but not limited to, SAS datasets, Excel files or pdf files. The contractor shall utilize the output to build analytical reports, tables, charts and graphics capable of capturing dynamic inputs from the analysis. The contractor shall thoroughly document any written programming code.

Under this task order of Work Category 2 Quantitative Analysis Support, the Contractor shall provide recommendations to the OQR Subject Matter Experts (SMEs) to create and provide quantitative analyses and analytical reports of the MF Holdings data. Specifically, the Contractor shall implement an analysis of cross subsidization within mutual fund complexes utilizing the MF Holdings data. The Contractor shall also provide analytic documentation of the econometric methods used to create analyses and develop the quantitative reports that describe the types and severity of the fund level and fund complex risks identified within the MF holdings data.

The SEC receives CDS information from the DTCC-TIW on a monthly basis. This information includes CDS trades and positions that may be used in CDS pricing and valuation models that could inform DERA analysts or economists. The Contractor shall implement quantitative models from the leading academic literature to the CDS data. For each model, the implementation shall include coding the models in SAS or structuring the model so that is is callable by SAS macros. The statistical code shall access and appropriately filter the CDS data, generate model estimates and diagnostics, and create output reports in multiple formats including, but not limited to, SAS datasets, excel files or pdf files. The contractor shall utilize the output to build analytical reports, tables, charts and graphics capable of capturing dynamic inputs from the analysis. The contractor shall document completely the statistical code.

The SEC receives data from FINRA on a regular basis. This information includes ADV, TRACE, and FOCUS data that may be used for a variety of purposes by DERA analysts and economists. The Contractor shall implement quantitative models based on DERA analysts’ models of the FINRA data. For each model, the implementation shall include coding the models so that the analysis can be run by SAS macros. The statistical code shall access and appropriately filter the FINRA data, generate model estimates and diagnostics, and create output reports in multiple formats including, but not limited to, SAS datasets, excel files, and pdf files. The contractor shall utilize the output to build analytical reports, tables, charts and graphics capable of capturing dynamic inputs from the analysis. The contractor shall document completely the statistical code by use of comments in the code.

C.4 Task 1 – Program Management The contractor shall provide an integrated project schedule to manage all work identified by this task order. At a minimum, the plan shall include the work breakdown structure, project contract milestones, and contract deliverables. The contractor shall reassess the schedule following the completion of each task and may adjust the dates with COR approval. (For Deliverable, see D.1) C.4 Task 2 – MF Holdings Analysis Project C.4.1 Project Plan The contractor shall provide a project plan to manage all work identified for this task. The Project plan shall include the Project Management plan, Communication plan, and Quality Assurance plan for this project. The Project plan narrative, Project Management Plan, Communication Plan, and Quality Assurance Plan shall be in Microsoft compatible format and include an initial project schedule that includes major milestones and contract deliverable dates. The Contractor shall provide a project plan narrative that describes the project, technical approach, and methodology. The contractor shall submit a detailed work breakdown structure to accomplish the objectives of this project. (For Deliverable, see D.2) C.4.2 Interim Reports or Presentations The Contractor shall prepare and deliver to the functional lead, OQR SME, and Contracting Officer’s Representative (COR) a status report or a presentation describing, at a minimum the current status and progress, work accomplished during the report period, work to be accomplished during the next report period, and identifying any issues or concerns requiring resolution. This report may be in the form of a presentation, particularly regarding analytical methods. (For Deliverable, see D.3) C.4.3 Task 2 Monthly Report

The Contractor shall provide a monthly status report to the Contracting Officer’s Representative (COR), describing, at a minimum, current status and progress, work accomplished during the report period, work to be accomplished during the next report period, and identifying any issues or concerns requiring resolution.

The monthly report shall include the burn rate, project cost, schedule and risk. It should include a detailed summary of the estimated monthly hours, actual hours and planned hours for the next reporting cycle. The report shall be submitted with each monthly invoice to monitor cost, schedule, and performance. (For Deliverable, see D.4) C.4.4 Meeting Minutes The Contractor shall prepare and deliver to the COR Meeting Minutes from all meetings with the OQR SME related to this task order. The Contractor shall work with the COR to resolve issues and shall resubmit the revised Meeting Minutes.

(For Deliverable, see D.5) C.4.5 Recommended Analysis Methods and Reports The contractor shall work with DERA SMEs and OQR personnel to quickly develop a thorough understanding of the structure and organization of MF Holdings data, the IA information, and the mutual funds data received by DERA and the technical requirements of the targeted research regarding cross subsidization within mutual fund complexes. The Contractor shall recommend analytic methods utilizing the various DERA information sources to conduct an analysis of cross subsidization within mutual fund complexes utilizing the MF Holdings data. The Contractor shall provide recommendations to the OQR Subject Matter Experts (SMEs) and the COR to create and provide quantitative analyses and analytical reports of the MF Holdings data.

(For Deliverable, see D.6) C.4.6 Analysis of Cross Subsidization within Mutual Fund Complexes utilizing the MF Holdings data. The Contractor shall implement an analysis of cross subsidization within mutual fund complexes utilizing the MF Holdings data. The Contractor shall also develop the quantitative reports describing the types and severity of the fund level and fund complex risks identified within the MF holdings data. (For Deliverable, see D.7) C.4.7 Documentation of the Econometric Methods and Limits The Contractor shall provide analytic documentation of the econometric methods and the coding approach used to create analyses. The Contractor shall recommend methods and treatment that will yield correct data suitable for the purpose(s) required. The Contractor shall document data integrity and robustness concerns including but not limited to:

· Identifying analytical implementation challenges that could impact the results;

· Identifying and resolving irregularities and problems in the data; and

· Identifying analytic limitations, interpretations and risks associated with the results.

(For Deliverable, see D.8) C.4.8 Documentation of MF Holdings Analyses The Contractor shall provide copies of all source code used to process MF Holdings data, and other DERA data as required by the analytic method, including industry-standard comments for documentation. (For Deliverable, see D.9) C.5 Task 3 – CDS Quantitative Analysis C.5.1 Project Plan The contractor shall provide a project plan to manage all work identified for this task. The Project plan shall include the Project Management plan, Communication plan, and Quality Assurance plan for this project. The Project plan narrative, Project Management Plan, Communication Plan, and Quality Assurance Plan shall be in Microsoft compatible format and include an initial project schedule that includes major milestones and contract deliverable dates. The Contractor shall provide a project plan narrative that describes the project, technical approach, and methodology. The Contractor shall recommend analytic methods utilizing the various DERA information sources to identify methods and conduct an analysis of CDS pricing and valuation utilizing estimates of the hazard function and transaction cost models utilizing the CDS data.

· The Contractor shall provide recommendations to the OQR Subject Matter Experts (SMEs) to create and provide quantitative analyses and analytical reports of the CDS data.

(For Deliverable, see D.14) C.5.6 Analysis of CDS Pricing and Valuation

The Contractor shall implement DERA CDS pricing and valuation models and transaction cost models utilizing the CDS data.

The Contractor shall also develop the quantitative reports describing the types and severity of the risks identified within the CDS data.

(For Deliverable, see D.15) C.5.7 Documentation of the Econometric Methods and Limits

The Contractor shall provide analytic documentation of the econometric methods and the coding approach used to create analyses conducted for this task.

· The Contractor shall recommend methods and treatment that will yield correct data suitable for the purpose required.

· The Contractor shall document data integrity and robustness concerns including but not limited to:

· Identifying analytical implementation challenges that could impact the results;

· Identifying and resolving irregularities and problems in the data; and

· Identifying analytic limitations, interpretations and risks associated with the results.

The Contractor shall provide copies of all source code used to process CDS data, and other DERA data as required by the analytic method, including industry-standard comments for documentation. (For Deliverable, see D.17) C.6 Task 4 OIDS Reports

C.6.1 Project Plan The contractor shall provide a project plan to manage all work identified for this task. The Project plan shall include the Project Management plan, Communication plan, and Quality Assurance plan for this project. The Project plan narrative, Project Management Plan, Communication Plan, and Quality Assurance Plan shall be in Microsoft compatible format and include an initial project schedule that includes major milestones and contract deliverable dates. The Contractor shall provide a project plan narrative that describes the project, technical approach, and methodology. The contractor shall submit a detailed work breakdown structure to accomplish the objectives of this project. (For Deliverable, see D.18) C.6.2 Interim Reports or Presentations The Contractor shall prepare and deliver to the functional lead OQR SME and Contracting Officer’s Representative (COR) a status report or a presentation describing, at a minimum the current status and progress, work accomplished during the report period, work to be accomplished during the next report period, and identifying any issues or concerns requiring resolution. (For Deliverable, see D.21) C.6.5 Recommended Analysis Methods and Reports

The contractor shall work with DERA SMEs and OQR personnel to quickly develop a thorough understanding of the structure and organization of required OIDS reports from the OQR FINRA Datamart. The Contractor shall recommend analytic methods utilizing the various OQR FINRA Datamart information sources to implement analyses of ADV, BD, IA, FOCUS, and TRACE and other constituent datasets. The Contractor shall provide recommendations to the OQR Subject Matter Experts (SMEs) and the COR to create and provide quantitative analyses and analytical reports of the FINRA Datamart datasets. (For Deliverable, see D.22) C.6.6 Analysis of FINRA Datamart datasets

The Contractor shall implement between three and five reports per FINRA datasets and datasets related to the FINRA information to support a wide range of analyses. (For Deliverable, see D.23) C.6.7 Documentation of the Econometric Methods and Limitations

The Contractor shall provide analytic documentation of the econometric methods and the coding approach used to create analyses. The Contractor shall recommend methods and treatment that will yield correct data suitable for the purpose(s) required. The Contractor shall document data integrity and robustness concerns including but not limited to:

· Identifying analytical implementation challenges that could impact the results;

· Identifying and resolving irregularities and problems in the data; and

· Identifying analytic limitations, interpretations and risks associated with the results.

(For Deliverable, see D.24) C.6.8 Documentation of FINRA Datamart dataset Analyses The Contractor shall provide copies of all source code used to process OQR FINRA Datamart data, and other DERA data as required by the analytic method, including industry-standard comments for documentation. D. DELIVERABLES

The contractor shall prepare deliverables specific to the Tasks as shown in the tables below. All deliverables shall be formatted by the contractor and prepared using Microsoft Office Suite applications or alternative formats as appropriate and approved by the COR. The following deliverables shall be submitted electronically to the COR, as designated:

D.1 Task 1 Master Project Plan

The contractor shall provide an integrated project schedule to manage all work identified by this task order. At a minimum, the plan shall include the work breakdown structure, project contract milestones, and contract deliverables. The contractor shall reassess the schedule following the completion of each task and may adjust the dates with COR approval.

D.2 Task 2 Project Plan The contractor shall provide a project plan to manage all work identified for this task. The Project plan shall include the Project Management plan, Communication plan, and Quality Assurance plan for this project. The Project plan narrative, Project Management Plan, Communication Plan, and Quality Assurance Plan shall be in Microsoft compatible format and include an initial project schedule that includes major milestones and contract deliverable dates. D.4 Task 2 Monthly Report

D.5 Task 2 Meeting Minutes The Contractor shall prepare and deliver to the COR Meeting Minutes from all meetings with the OQR SME related to this task order. The Contractor shall work with the COR to resolve issues and shall resubmit the revised Meeting Minutes.

D.6 Task 2 Recommendations for Analytical Methods The Contractor shall recommend analytic methods utilizing the various DERA information sources to identify cross subsidization within mutual fund complexes and to identify potential risks associated with conflicts of interest and fiduciary responsibility.

The COR will provide comments on the recommended analytical method no later than 15 business days from receipt of the recommendations. The Contractor may be asked to perform additional procedures, adjust or clarify existing work and revise its draft or final report to reflect comments provided by the COR.

D.7 Task 2 Analysis and Reports

The Contractor shall implement an analysis of cross subsidization within mutual fund complexes utilizing the MF Holdings data. The Contractor shall also develop the quantitative reports describing the types and severity of the fund level and fund complex risks identified within the MF holdings data.

D.8 Task 2 Recommendations for Data Support

The Contractor shall provide in Microsoft compatible format, recommended methods and treatment that will yield correct data suitable to provide repeatable processes to support the MF Holding analyses based on the frequency of MF Holdings updates. The Contractor shall document data integrity concerns including but not limited to identifying erroneous data, identifying and resolving irregularities and problems in the data, and identifying and resolving duplicate filings for removal.

D. 9 Task 2 Documentation of MF Holding Analyses

The Contractor shall provide copies of all source code used to process MF Holdings data, and other DERA data if required by the analytic method, including industry-standard comments for documentation. This documentation shall be of sufficient quality to document the methods and support repeatable processes to accomplish the analyses with MF Holdings data updates.

D.10. Task 3 Project Plan

The contractor shall provide a project plan to manage all work identified for this task. The Project plan shall include the Project Management plan, Communication plan, and Quality Assurance plan for this project. The Project plan narrative, Communication Plan and Quality Assurance Plan shall be in Microsoft compatible format and include an initial project schedule that includes major milestones and contract deliverable dates. The Contractor shall provide a project plan narrative that describes the project, technical approach, and methodology. The contractor shall submit a detailed work breakdown structure for managing the effort to accomplish the objectives of this project.

The contractor shall reassess the schedule following the completion of the each task, and may adjust dates and timeframes with written COR approval.

D.11 Task 3 Interim Report or Presentation

As identified in the work plan, the Contractor shall provide a status report and/or presentation to the DERA functional lead OQR SME and Contracting Officer’s Representative (COR), describing, at a minimum, the current status and progress, analytical work accomplished during the report period, analytical work to be accomplished during the next report period, and identifying any issues or concerns requiring resolution.

D.12 Task 3 Monthly Report

The Contractor shall provide a monthly status report to the Contracting Officer’s Representative (COR), designated PM describing, at a minimum, current status and progress, work accomplished during the report period, work to be accomplished during the next report period, and identifying any issues or concerns requiring resolution.

The monthly report shall include the burn rate, project cost, schedule and risk. It shall include a detailed summary of the estimated monthly hours, actual hours and planned hours for the next reporting cycle. The report shall be submitted at the same time as each monthly invoice to monitor cost, schedule, and performance.

D.13 Task 3 Meeting Minutes

The Contractor shall prepare in Microsoft compatible format and deliver to the COR meeting minutes from all meetings related to this task order with the DERA designated functional lead. The Contractor shall work with the COR to resolve the issues and shall resubmit the revised Meeting Minutes to the COR.

D.14 Task 3 Recommendations for Analytical Methods

The Contractor shall recommend analytic methods utilizing the various DERA information sources to implement CDS pricing and valuation models and transaction costs analysis of credit default swaps.

The COR will provide comments on the recommended analytical method no later than 15 business days from receipt of the recommendations. The Contractor may be asked to perform additional procedures, adjust or clarify existing work and revise its draft or final report to reflect comments provided by the COR.

D.15 Task 3 Analysis and Reports

The Contractor shall implement CDS pricing and valuation models and transaction costs utilizing the CDS data. The Contractor shall also develop the quantitative reports describing the types and severity of the risks identified within the CDS data.

D. 16 Task 3 Recommendations for Data Support

The Contractor shall provide in Microsoft compatible format, recommended methods and treatment that will yield correct data suitable to provide repeatable processes to support the CDS analyses based on the frequency of CDS updates. The Contractor shall document data integrity concerns including but not limited to identifying erroneous data, identifying and resolving irregularities and problems in the data, and identifying and resolving duplicate filings for removal.

D. 17 Task 3 Documentation of CDS Analyses

The Contractor shall provide copies of all source code used to process CDS data, and other DERA data if required by the analytic method, including industry-standard comments for documentation. This documentation shall be of sufficient quality to document the methods and support repeatable processes to accomplish the analyses with CDS data updates.

D.18 Task 4 Project Plan

The contractor shall provide a project plan to manage all work identified for this task. The Project plan shall include the Project Management plan, Communication plan, and Quality Assurance plan for this project. The Project plan narrative, Communication Plan and Quality Assurance Plan shall be in Microsoft compatible format and include an initial project schedule that includes major milestones and contract deliverable dates. The Contractor shall provide a project plan narrative that describes the project, technical approach, and methodology. The contractor shall submit a detailed work breakdown structure for managing the effort to accomplish the objectives of this project.

The contractor shall reassess the schedule following the completion of the each task, and may adjust dates and timeframes with written COR approval.

D.19 Task 4 Interim Report or Presentation

As identified in the work plan, the Contractor shall provide a status report and/or presentation to the DERA functional lead OQR SME and Contracting Officer’s Representative (COR), describing, at a minimum, the current status and progress, analytical work accomplished during the report period, analytical work to be accomplished during the next report period, and identifying any issues or concerns requiring resolution.

G. TYPE OF ORDER

This is a Time and Materials task order.

H. TRAVEL

It is anticipated that long distance travel will be on a not-to-exceed basis.

Local travel will not be reimbursed. However, in the event travel is required, all travel shall be in accordance with Federal Travel Regulations (FTR) and approved in advance by the COTR. Additionally, costs for transportation, lodging, meals, and incidental expenses must be coordinated and approved in advance by the COR. Submit cost breakdown electronically to the COR. (1) Costs incurred by contractor personnel on official company business are allowable, subject to the limitation contained in FAR Part 31.205-46. Government per diem rates can be found on the website at www.gsa.gov. The ability to perform unscheduled travel is contingent upon Government approval and will only be used to address travel needs as they occur.

H.1 Local Travel The local travel area for SEC duty assignments in the Washington, DC metropolitan area has been established as follows: The District of Columbia; the cities of Alexandria, Fairfax, Falls Church in Virginia; Arlington and Fairfax Counties in Virginia; and Montgomery, Charles, and Prince George’s Counties in Maryland.

I. Other Direct Costs

It is anticipated that other direct costs may be included for incidental expenses.

J. GOVERNMENT FURNISHED INFORMATION/PROPERTY

The government will provide office space, and/or access to necessary telecommunications and computer equipment for the support services work that is to be performed on-site. The Contractor will not have a due diligence event to evaluate the government furnished property or information prior to award. The government will make meeting rooms available when required.

K. DRESS CODE

Business attire is required when contractor personnel are on-site.
