Limited Sources procurement:

1. Agency and contracting activity.

2. Nature and description of action.

The Securities and Exchange Commission (SEC) Office of Information Technology (OIT) has an urgent and compelling need to procure an additional three (3) months of services under BPA #SECHQ1-12-A-

0121-CALL-0001 for Database Administrator (DBA) services to the SEC’s Information Technology enterprise for Oracle and Microsoft SQL Server technologies.

3. Description of the supplies or services required to meet the needs of the SEC.

The SEC requests a three (3) month sole source extension with LEIDOS for DBA services for Oracle and

MS SQL Server databases, with a one-month option period. The goal of this extension is to provide continuity of database operations until a full competition for these services can be performed, awarded, and transitioned under the SEC’s OneIT Enterprise BPA anticipated to be awarded by May 14, 2018. It is estimated that a transition of these services will require at least one to two months.

These services are currently being provided under BPA #SEHQ1-12-A-0121/CALL 0001 which is set to expire on May 15, 2018.

The estimated cost for this three (3) month extension is $380,803.00. The anticipated total contract value for the base and all option years, including all extensions is estimated at $6,175,995.24.

4. Identification of the Justification Rationale & Manufacturer’s Unique Qualifications.

LEIDOS is the incumbent provider of database administrator (DBA) services to the enterprise for Oracle and Microsoft SQL Server technologies. This encompasses Commercial Off the Shelf (COTS) applications, the Agency’s custom Oracle Fusion Middleware applications, analytic databases used by the

Enterprise Data Warehouse and the divisions, and the databases used by the critical EDGAR system platform. Without these DBA services, all of these applications are at immediate risk as maintenance cannot be performed and technical incidents cannot be remedied. Promotions to Stage and Production will cease, blocking all custom software development in the Agency that uses these databases.

LEIDOS has performed these services for the Securities and Exchange Commission under contract

SECHQ112A0121-CALL 0001 starting on 11/14/2013. These services are performed on-site at the SEC

Headquarters in Washington, DC and require access to multiple systems containing the agency’s most sensitive data. Therefore, in addition to Oracle and SQL Server certifications and relevant years of experience, the LEIDOS DBA experts and project managers who provide the contracted services have adjudicated background and personnel security checks. LEIDOS’s DBAs also have training, access credentials, and experience using the SEC’s change management system to perform approved change requests and remediating security vulnerabilities (i.e. POA&Ms) according to the OIT policies and procedures.

LEIDOS’s satisfactory performance has resulted in the SEC exercising all four (4) option years on the original contract, which ended on 9/25/17. The contract was extended through May 15, 2018 per FAR

52.217-8 Option to Extend Services to permit a re-competition on the OneIT BPA contract which was planned to be awarded in January 2018. That extension was planned to provide sufficient overlap to perform an open completion on the new OneIT BPA contract vehicle. However, due to protests, the award of the OneIT contract has been delayed and the original acquisition strategy became impossible during the current extension.

Given that the expiration of the current LEIDOS contract is set to expire on May 15, 2018, there is insufficient time solicit for a new contract, have background checks performed (typical 6 weeks), and transition the DBA operations. A review of existing SEC enterprise contracts with available on-site, badged contractor staff by the database management branch failed to find a viable provider.

Although the award of the OneIT contract is imminent, there is now insufficient time to perform a full competition under the new contract and have the essential transition period, so a sole source extension of the current contract is needed to continue these vital DBA services to the Agency until the OneIT contract is awarded and a full competition can be conducted using that vehicle.

5. Best Value Determination.

As provided under the current BPA/CALL and in FAR 8.404(d), the General Services Administration

(GSA) has already determined the prices offered and rates for services offered at hourly rates, under schedule contracts, to be fair and reasonable. By placing an order against a schedule contract using the procedures in FAR 8.405, the CO has concluded that the order represents the best value and results in the lowest overall cost alternative to meet the Government’s needs. In addition, the CO will seek a price reduction for prices offered by Leidos consistent with FAR 8.405-4.

6. Market Research Conducted.

N/A. This three (3) month extension of services is planned to provide sufficient overlap to perform an open competition on the new OneIT BPA contract vehicle anticipated to be awarded by May 14, 2018.

7. Other Supporting Facts.

Leidos has been determined to be a responsible contractor by GSA in accordance with FAR 9.104.

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

OneIT contract is anticipated to be awarded by May 14, 2018 and a full competition will be conducted using that vehicle.

9. The ordering activity contracting officer’s certification that the justification is accurate and complete to the best of the contracting officer’s knowledge and belief.
