About this file

This is an applicant checklist for the Strategic Economic and Community Development (SECD) program administered by USDA Rural Development. The checklist outlines required documentation and eligibility criteria for applications to one of six programs: Community Facilities Loan Program, Community Facilities Grant Program, Community Facilities Guaranteed Loans, Rural Business Development Grants, Water and Waste Disposal Guaranteed Loan Program, Water and Waste Loans and Grants, or Community Connect Grant Program. All projects must be located in eligible rural areas and comply with program-specific eligibility requirements to qualify for SECD reserved funds.

Applicants must submit Form 1980-88 with a table of contents, separate Attachment A documents for each plan objective, and Attachment B for any previous SECD applications. The core requirement is a multijurisdictional and multisectoral Strategic Community Investment Plan that covers multiple government units and sectors, was developed through stakeholder collaboration, leverages regional assets, includes monetary or nonmonetary contributions from strategic partners, proposes diverse activities addressing rural community vision including broadband expansion, and contains clear objectives with performance measures and implementation tracking. Supporting documentation must include an official approval letter from jurisdictional authority, evidence of stakeholder collaboration and regional asset analysis, partner contribution documentation demonstrating connection to the project, documentation of proposed activities, and documentation of clear objectives with performance metrics. All documentation must include page numbers or plan excerpts as exhibits, and URLs alone are insufficient—supporting materials must be attached to the application package.
