About this file

This is a Brand Name or Equal (BNoE) template document from the Securities and Exchange Commission (SEC) detailing requirements for Google Analytics services. The document outlines four key components that vendors must address in their proposals: 1) Annual license enablement for Google Analytics, including premium GA360 version, with support ticket capability and biweekly check-in meetings; 2) Data collection fee based on 150-200 million events per month across four SEC websites; 3) Development hours for ad-hoc reporting needs, including Google Tag Manager configuration and GA4 property creation; and 4) Training services consisting of three one-hour virtual courses on GA4 reporting for unlimited SEC staff participants.

The contract will begin April 1, 2025, and covers support for two public-facing and two intranet websites, all managed through Drupal CMS. Each website has its own Google Analytics property. For the intranet properties, vendors must provide U.S. citizen developers capable of obtaining SEC network access. The document indicates this is part of solicitation #50310225Q0047, which is designated as a small business set-aside competition requiring pricing for a 12-month period.

Summary/Notice

- The Securities and Exchange Commission uses Google Analytics to collect traffic data to two public-facing and two intranet websites. All four of these websites are managed using the Drupal content management system. Each website has its own Google Analytics property.

- There are four components that vendors should include in proposals. Each of these four components should be priced separately, and totaled to provide a total cost for all four components.

o Annual license enablement: This is the basic license fee for using Google Analytics on some of the SEC’s websites. This should include having the ability to create support tickets in an online portal with the vendor, and biweekly check in meetings to ask questions and request assistance with configuring and using Google Analytics 4.

o Data collection fee: Assume 150-200 million events per month, but obviously the actual number of events will fluctuate, which means the monthly bill will not be for the same amount each month. In 2024, our highest month was Oct 2024 with 161 million events.

o Development hours for ad hoc reporting needs: This could include requests for assistance creating a new Google Tag Manager tag for any of the active GA4 properties, or assistance creating new GA4 properties, or with using any of the other products in the Google Marketing Platform suite. For the two intranet properties, ideally the vendor will have developers who are United States citizens who are able to obtain SEC network accounts to visit these sites that are only accessible within the SEC network.

o Training for SEC Staff on GA4: Vendor conducts up to three one hour courses on running common reports in GA4 and creating explorations to answer questions not covered by “out of the box” reports. This training is focused on running traffic reports – not creating tags to capture new traffic data.

- This Google Analytics support contract will start on April 1, 2025.
