About this file

This Statement of Objectives (SOO) outlines requirements for conducting rapid non-invasive concrete spalling assessments at Sebille Manor, Kadena AB in Okinawa, Japan, with a performance period of 130 calendar days. The contractor must scan 6-12 inch thick steel reinforced concrete on both horizontal and vertical surfaces of residential facilities, including roof slabs, supporting beams, columns, exterior overhangs, and canopies to detect defects such as spalling, cracks, and voids.

Key performance objectives include utilizing autonomous/non-autonomous unmanned aerial systems, stationary scanning solutions, and handheld scanning solutions; creating a severity index for prioritizing repairs; integrating data with USAF CE Systems of Record; assessing concrete degradation severity; and using AI/machine learning to estimate degradation rates and facility lifespan. Deliverables include detailed measurements of spalling damage (square feet/meters, depth, crack lengths), an initial report covering the first 10 buildings (with 30-day government review), and a final comprehensive report with executive summary, photos, scanning images, floor plans, and equipment details (with 60-day government review period).

Rapid Non-Invasive Concrete Structures Spalling Assessments

STATEMENT OF OBJECTIVES (SOO) Purpose: Determine the extent of spalling damage to facilities. Provide tangible documentation. Analyze and determine ways ahead by means of thorough investigation of structural elements. To extend the building life and increase the facility condition index.

I. Scope or Mission

a. Scan approximately 6-12 inches thick steel reinforced concrete on both horizontal and vertical interior and exterior surfaces for the entire roof slabs, supporting beams, columns, exterior overhangs, and canopies of the buildings in the attachment.

b. Detect defects such as spalling, cracks, voids, etc. in roof slabs, supporting beams, and columns both on the exterior and interior of structures, removing ceiling tiles, insulation, and working around rooftop obstructions as needed to complete the scanning.

II. Period and Place of Performance: Work is to be performed over the period of 130 calendar days at Sebille Manor, Kadena AB Okinawa Japan

a. Refer to attached list of affected buildings.

III. Background: Multiple residential facilities have been identified for potential spalling concerns. In order to promote safe and long-lasting facilities a request for testing has arisen.

IV. Performance Objectives

a. Scanning methods may include the following (not all-inclusive):

Autonomous/non-autonomous unmanned aerial systems Stationary scanning solutions Handheld scanning solutions

b. Creation of a severity index that can be utilized to help prioritize repair efforts and funding. Provide recommendations for remediation efforts in line with the severity index.

c. Integration with USAF CE Systems of Record to incorporate more data from the product into USAF databases.

d. Provide a summary/environment where the Government can easily understand the results of the investigation

e. Assess the severity of the concrete degradation and determine the structural performance of the area containing concrete and steel section loss.

f. Using Artificial Intelligence, machine learning, and/or probabilistic methods, provide estimates regarding rate of degradation and remaining lifespan of facilities.

V. Operating Constraints

DRAFT

Rapid Non-Invasive Concrete Structures Spalling Assessments

a. Provide associated data including square feet/meters of spalling, depth of spalls, total length of cracks, linear feet/meters of degraded steel reinforcement, and other data as appropriate.

b. Provide an initial report summarizing findings from the first ten (10) buildings assessed to ensure that scanning results and reporting are valid and meet contract requirements. The Government will take 30 calendar days to review the initial report.

c. Prior to the end of the performance period, provide a final written report of the results of the scanning inspections, including any testing and analysis.

Include an executive summary and detailed summary of findings for each building. Include photos, scanning images, video and/or animation (if applicable), floor plans with defective concrete locations highlighted, instruments/equipment used, and measurements taken. The Government will take 60 days to review the final report.
