The procurement seeks to select two contractors—a primary and an alternate—to provide parking lot maintenance services including striping, seal coating, crack filling, pressure washing, and sweeping on an as-needed basis. Services will be performed during normal business hours from 6:00 a.m. to 10:00 p.m. or on weekends to accommodate college patrons, staff, and students. A mandatory pre-bid meeting is scheduled for June 22, 2023 at 8:00 a.m., and vendors who do not attend will be ineligible to bid. Bids must be submitted by 2:30 p.m. on June 29, 2023, with late submissions rejected from consideration. The resulting contract will have an initial three-year term from July 1, 2023 through July 31, 2026, with renewal options available for up to two consecutive one-year periods. The award will be made to the bidder providing the best value based on price, experience, and references.
Bidders must submit pricing on a spreadsheet provided by MHCC, including line-item rates for striping per linear foot, seal coating per square foot, pressure washing per square foot, sweeping and blowing per hour, and any other related services. Contractors must also provide a percentage material markup, an emergency call-out fee with two-hour response time guarantee, a one-page cover letter detailing company qualifications, three professional references with certifications, and indicate whether they accept Purchasing Cards. All contractor-owned equipment, labor, materials, and travel expenses are the responsibility of the bidder. Insurance requirements include a minimum of $1,000,000 per occurrence for commercial general liability coverage and automobile liability insurance, as well as workers' compensation coverage. Contractors must be Oregon State certified, licensed, and bonded, and in good standing with the Construction Contractors Board. No set-aside provisions or incumbent information is specified in the solicitation. Work must conform to current OSHA standards and meet Oregon State standards, with all work subject to inspection and approval by MHCC personnel prior to payment.
