About this file
This document is a Request for Information (RFI) issued by the U.S. Department of the Interior's Bureau of Safety and Environmental Enforcement (BSEE) to obtain information for upgrading their SEADAT web application.
The RFI seeks information on recommended project schedules, team compositions, and Esri-based technology/frameworks for upgrading SEADAT to use the latest ArcGIS Maps SDK. BSEE has invested in ArcGIS Server, ArcGIS Portal, and ArcGIS Maps SDK as the platform for transitioning the SEADAT application, which is currently built on end-of-life technology. The upgrade project involves two key tasks: 1) Knowledge Transfer, Onboarding, and System Environment Implementation, and 2) SEADAT Upgrade Development to the ArcGIS Maps SDK. Responses to the RFI are due by June 21, 2024 at 5PM EST and will be treated as information only, not as proposals. BSEE does not intend to award a contract based on this RFI.

REQUEST FOR INFORMATION
SEADAT Upgrade
Introduction
The Bureau of Safety and Environmental Enforcement (BSEE), a Federal bureau within the U.S. Department of the Interior (DOI), serves as regulator for all energy and mineral extraction operations and has been the lead federal agency charged with improving safety and ensuring environmental protection related to the offshore energy industry, primarily oil and natural gas, on the U.S. Outer Continental Shelf (OCS). Within BSEE, the Technology Services Division (TSD) performs planning, management, and acquisition of information technology and information resources directly supporting BSEE and the Bureau of Ocean Energy Management (BOEM) and oversees the automation of business and regulatory functions for both. BSEE-TSD has developed and currently maintains the SEADAT, a web application that provides a user-friendly method to quickly and accurately assess the impacts to offshore oil and gas production when pipelines break, platforms are damaged, onshore gas plants are offline, etc. SEADAT assists BSEE managers in determining the loss of OCS oil and gas production caused by hurricane damage to quickly identify and evaluate options available to reduce the impacts to the Nation during such crises.
Background
BSEE has invested in ArcGIS Server, ArcGIS Portal, and ArcGIS Maps SDK as the platform for transitioning its SEADAT application which is built on end-of-life technology. This solution can take advantage of technologies at no additional licensing or hardware cost to the Bureau. By leveraging existing technological assets comprising the IT architecture, BSEE in partnership with its customers can deliver modern, secure, cost-effective information management and technology solutions that support the Bureaus’ missions and priorities.
The goal of the SEADAT Upgrade Project is to modernize the SEADAT application to use the latest to be deployed on the BSEE ArcGIS Enterprise platform.
Purpose
This Request for Information (RFI) seeks to obtain information to assist in the upgrade of BSEE’s SEADAT application using the ArcGIS Maps SDK.
Project Structure
BSEE-TSD has identified the following 2 tasks that define the overall scope of the SEADAT Upgrade project:
Task 1: Knowledge Transfer, Onboarding, and System Environment Implementation
• Provide onboarding, knowledge transfer, data model design, and infrastructure and architecture implementation for I3MS. The Development team shall deliver the following as part of Task 1, and the requirements of this task shall be completed before Task 2 can begin:
• Development and testing environment
• Deployable environments in BAT and Staging for sprint-wise user acceptance testing (UAT) of completed user stories/implemented functionality on a sprint by sprint basis, starting with Sprint 1
• User account setup for testers, developers, and GAs in both the BAT and Staging environments, including assignment of all roles/entitlements necessary for Sprint 1 UAT
• Knowledge Transfer:
