About this file
This is a City Price Proposal Template created by the San Francisco Department of Technology for use in its Request for Proposals (RFP) seeking qualified cybersecurity staffing firms to provide enterprise identity, directory, access governance, and security professional services on an as-needed basis. The template is designed to accommodate two distinct pricing approaches: a fixed-price model based on defined scope deliverables with up to seven tasks and associated invoiceable amounts, or an average hourly rate model for time-and-material services with no pre-defined hours. For the hourly rate approach, proposers must provide rates for three resource classifications: Engineer (Service Area 1), Engineer (Service Area 2), and Cybersecurity Specialist (Service Area 3), with the final weighted average hourly rate calculated from these three positions. The solicitation seeks firms with demonstrated experience in designing, implementing, integrating, and supporting complex enterprise identity environments, including services related to Microsoft Active Directory, Microsoft Entra ID, Identity and Access Management, Privileged Access Management, Multi-Factor Authentication, and various cybersecurity technical services.
The City will award the contract to the proposer submitting the lowest total project cost (for fixed-price proposals) or the lowest weighted average hourly rate (for time-and-material proposals), which shall be deemed a fixed price not to be exceeded during the contract term. Proposers must complete all designated yellow cells in the template or face proposal rejection. Other Direct Costs are listed separately and include items such as travel expenses, equipment, meals, and non-requested services that are not eligible for reimbursement unless included in the proposer's End of Project Report with justification. The template explicitly excludes reimbursement for administrative staff time, standard office communication and computer use, relocation costs, and other routine operational expenses. All proposers must submit their pricing through the PeopleSoft system as instructed by the City.
