About this file

This is a Determination and Findings (D&F) memorandum for a sole source contract award by the Department of Veterans Affairs. Dated November 18, 2025, and signed by Contracting Officer Courtney Chattman on November 19, 2025, the memorandum documents the authorization to award a sole source contract to a Service-Disabled Veteran-Owned Small Business (SDVOSB) under 38 U.S.C. § 8127.

The award is made without a Justification and Analysis (J&A) as permitted under FAR 6.103-5(e) for contracts awarded under the statutory SDVOSB authority. The contracting officer confirms compliance with VAAR 806.302-570 requirements, including verification of the contractor in the Small Business Administration's Veteran Small Business Certification database, determination of contractor responsibility, documentation of fair and reasonable pricing, and confirmation that the total estimated contract value does not exceed $5 million. The memorandum serves as the formal determination that the sole source award to the SDVOSB is appropriate under applicable federal authority.
