Counties.

The authority and supporting rationale for GSA FAR Part 8 (see 8.405-6(a)(1)(i) and

(b)(1)) and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

X FAR 8.405-6 (a)(1)(i) (B) – Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; or

FAR 8.405-6(a(1)(i)(C) – In the interest of economy and efficiency, the new work is a logical follow on to an original FSS order provided that the original order was placed in accordance with applicable FSS procedures. The original order or BPA was not issued under sole source or limited sources procedures.

FAR 8.405-6(b) – An item peculiar to one manufacturer is required.

IF GSA FAR Part 8, complete items 6-7

5. A determination by the ordering activity Contracting Officer that the order represents the best value consistent with FAR 8.404(d).

6. A description of the market research conducted among schedule holders, and the results of the research. A statement must be made that the supplies and services are available from the FSS.

KPBS is the entire San Diego AOR’s NPR and PBS station. The station serves the people of the San Diego and Imperial counties with trustworthy, in-depth information. KPBS is part of the California Newsroom, a group of public radio newsrooms that partner and share stores that showcase the diversity of perspectives within the state. The wide-reach, audience

In this case, the target for this effort is rural communities within the SDFO AOR. Because

KPBS reach includes Imperial County, it is the best option to disseminate the message. The advertising purchase detailed in this report is unique to a partnership with the SDFO and

KPBS.
