Statement of Work Norfolk Naval Shipyard (NNSY) Destruction Center Section A: Scope
1. Objective:
This Statement of Work (SOW) describes requirements for contractor provided preventative maintenance plan for a SEM Model 1436 and Model 22 disintegrators.
Background In order to meet destruction of information requirements, Code 1120 Security & Fire established a program which collects burn bags and transports them to a destruction facility for bulk destruction. Code 1120 utilizes two large industrial size disintegrators and various other destruction equipment to completely destroy classified and controlled unclassified information to prevent reconstruction and unauthorized disclosure.
Section B: Requirements
2. Scope of Work:
a. The contractor, taking into consideration their age and limited availability, shall provide a short-term preventative maintenance plan for a duration of 12 months for a SEM Model 1436 and Model 22.
b. The maintenance plan shall include preventative maintenance service calls as required for both disintegrators. Each visit shall include the following:
· Inspecting the knife sets, including sharpening, replacing, removing, and calibrating, as necessary.
· Verifying that each screen has the proper fit and meets the NSA rated cut size.
· Checking the drive belts for wear and adjusting the tension to factory specifications.
· Conducting a complete evaluation report.
· Inspecting the electrical system to ensure proper operation.
· Inspecting each hopper and bag house area for easy opening and closing to cutting chamber including replacing bag house set (s) as needed.
· Inspecting filter chamber (s).
· Greasing rotor bearings. Inspecting rotor for excessive wear.
· Inspection of screen for proper fit and wear and drive belt for wear.
· Adjustment of drive belt tension to specs for maximum efficiency; check sheave bolt tension and set to factory specs.
· Conduct a comprehensive electrical system inspection that includes all starters ensuring and safety switches proper operation.
· Conduct a comprehensive inspection of evacuation system inspecting fan for proper operation; inspection of evacuation system for leaks; adjusting flow control; examine filter and shake filter and empty debris; lubricating and/or grease air system as required. AND any other comprehensive inspection of the entire waste evacuation system, lubricating parts, and replacement of filters.
c. Additionally, the contractor shall provide at minimum three emergency service call visits.
3. Contractor Responsibilities: The contractor is responsible for providing the following:
- Experienced personnel with a minimum of three years of knowledge and experience in working with disintegrator destruction systems.
Please note that the contractor acknowledges their limited responsibility due to age and the short-term nature of the maintenance plan, allowing for the purchase of new machines.
Additionally details about the preventative maintenance plan:
1. Duration: The maintenance plan will cover a duration of 12 months. This ensures that regular maintenance and inspections are conducted throughout the year to keep the SEM Model 1436 and Model 22 disintegrators in optimal condition.
2. Equipment: The maintenance plan specifically applies to the SEM Model 1436 and Model 22 disintegrators. These machines are designed for destruction and disposal of sensitive materials. The contractor will focus on maintaining these specific models.
3. Contractor's Age and Limited Availability: The contractor's age and limited availability are taken into consideration when designing the maintenance plan. This means that the plan should be manageable and feasible for the contractor to carry out effectively within their limitations.
4. Preventative Maintenance Service Calls: The maintenance plan includes at minimum four thorough preventative maintenance service calls per quarter for both disintegrators. These service calls are scheduled at regular intervals to ensure ongoing maintenance and address any potential issues associated with machine lifespan as long as routine maintenance in efficiently preformed and short-term resolution allowing government customers time to purchase new machines as recommended.
5. Tasks during Service Calls: Each preventative maintenance service call will involve several tasks to maintain the disintegrators. These tasks include inspecting the knife sets, sharpening or replacing them as necessary, calibrating the knife sets, inspecting the hoppers for ease of opening and closing, checking for excessive wear, verifying that each screen has the proper fit and meets the NSA rated cut size, inspecting the drive belts for wear, and adjusting the tension to factory specifications. Additionally, a comprehensive inspection of the entire waste evacuation system will be conducted, including checking for leaks, lubricating parts, adjusting airflow, and inspecting filters. The electrical system will also be inspected to ensure proper operation.
6. Emergency Service Call Visits: In addition to the regular preventative maintenance service calls, the contractor will provide at minimum two emergency service call visits. These visits are intended to address any urgent issues or breakdowns that may occur unexpectedly.
7. Contractor Responsibilities: The contractor is responsible for providing experienced personnel with a minimum of three years of knowledge and experience in working with disintegrator destruction systems. This ensures that the maintenance tasks are performed by qualified individuals who understand the intricacies of the equipment.
It's important to note that the contractor acknowledges in writing their limited responsibility due to the age of the disintegrators and the short-term nature of the maintenance plan. This means that if the disintegrators require significant repairs or total replacement, the government customer will be responsible for major repairs and complete replacement of the machine (s).
2. NNSY Responsibilities: Provide the following:
a. Provide one 0080 Security Specialist for oversight to ensure contractor has proper base access, and can address any issues that arise while contractor is on site.
b. Government personnel will clear any jams prior to contractor visits.
c. Government personnel will properly store all classified and controlled unclassified material prior to contractor visits.
d. Submit Contractor Verification Spreadsheet for badging.
3. Government Furnished Property: N/A
4. Security Requirements:
a. Each contract personnel shall pass a background check to gain access onto Norfolk Naval Shipyard utilizing the SECNAV Form 5512/1 in order to receive a Defense Biometric Identification System (DBIDS) card.
b. Code 1122 Security personnel shall submit contractor provided SECNAV 5512/1 forms along with completed Contractor Verification Spreadsheet for issuance of a NAVSEA BADGE.
c. All Controlled Unclassified Information (CUI) associated with this contract must be protected per the guidance provided in DODI 5200.48. Legacy information from existing documents (e.g., Technical Manuals) marked For Official Use Only or FOUO, that is used to create a new document/correspondence, shall follow the minimum marking requirements of DODI 5200.48, Section 3, paragraph 3.4.a, and include the acronym ”CUI” in the banner and footer of the document. Nonfederal information systems storing and processing CUI shall be protected per NIST SP-800-171, or subsequent revisions. All transmissions to personal email accounts (AOL, Yahoo, Hotmail, Comcast, etc.) and posting on social media websites (Facebook, Instagram, Twitter, LinkedIn, etc.) are prohibited. Destroy all CUI associated with this contract by any of the following approved methods: a cross-cut shredder; a certified commercial destruction vendor; a central destruction facility; incineration; chemical decomposition; pulverizing, disintegration; or methods approved for classified destruction.
