About this file
This document is a draft Request for Information (RFI) and Request for Proposal (RFP) for the Proliferated Warfighter Space Architecture (PWSA) Tranche 3 (T3) Program Integration effort. The Space Development Agency (SDA) is seeking feedback on a solution that provides PWSA T3 Program Integration involving systems engineering and integration activities to facilitate the delivery of T3 Transport Layer, T3 Tracking, and T3 Custody Layer systems, and their integration with the PWSA ground segment and user segment.
The draft RFI/RFP outlines several areas of interest, including enterprise architecture analysis, program requirements assessment and management support, program integration and verification management, program configuration management, engineering support, program schedule management, program risk/issue/opportunity management, and program trade studies and assessments. Respondents are requested to provide a technical description of a notional PWSA Tranche 3 Program Integration solution. Responses are due by 25 November 2024 at 12:00 PM ET and should include a capability statement, comment resolution matrix, and any additional comments. The effort requires personnel with TS/SCI clearances and for the contractor to have cleared facilities capable of processing/storing TS/SCI data.

SDA-SN-25-0004 (T3 Integration Draft RFP&RFI) 22 Nov 2024
Question Government Response Security - The effort will require all personnel with access to this program to have TS/SCI clearances and for the Contractor to have cleared facilities capable of processing/storing TS/SCI data.” Does this statement mean in order to help provide RFIs and RFPs we need to have the ability to store/process SCI data?
Access to the RFI/RFP includes data up to Controlled Unclassified Information (CUI) and does NOT require a TS/SCI clearance. Subcontractors should work with primes to determine whether the subcontractor scope would require access to TS/SCI information.
The due date of the CRM. In the Cover letter it references a due date of 21 November 2024 and also 25 November 2024.
The efforts are the same and the correct date for all comments should be 25 Nov @ 12:00 PM ET.
There are two listed due dates for questions, Industry Comments via Comment Resolution (due 21 Nov 24) and Draft RFP/RFI Comments (CRM) (due 25 Nov 24). Are these efforts different? If not, which due date is correct?
The efforts are the same and the correct date for all comments should be 25 Nov @ 12:00 PM ET.
Clarification on the response that the “Draft OCI” matrix was included in error - A. If this is truly in error, then the language should be removed from solicitation
The Government believes this question is in reference to T3 Industry announcement and not to the T3 Program Integration Draft RFP/RFI announcement.
Need to understand whether the TBD awardee would be precluded from future PWSA space and ground competitions
The special notice announcement request contractors to address the OCI requirement for avoidance and inform the Government of any concerns or alternatives to avoidance with rationale (see item 11).
