STATEMENT OF WORK
SPECIAL COMMUNICATIONS RAPID INTEGRATION FACILITY
1.0 Scope.
The Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF) Special Communications Mission Solutions (SCMS) Division integrates and delivers products for Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) systems. SCMS leverages the government owned Special Communication Rapid Integration Facility (SCRIF) to provide rapid integration for C5ISR systems onboard small and large craft, commercial and militarized vehicles, transit cases, mobile communications, fixed base stations, command centers, and intelligence systems. SCMS must quickly respond to urgent mission-essential user requirements to ensure that forward-deployed units are combat ready. These C5ISR products are funded by a broad range of customers including NAVAIR, Special Operations Forces (SOF), Homeland Security, and other Department of Defense (DoD) and non-DoD agencies. The designated Government Project Lead (GPL) will be responsible for all Project Management and Systems Engineering aspects of the project and selects and leads the Integrated Project Team (IPT) for project completion. The GPL will utilize this contract to obtain the specific technical and production expertise available at the SCRIF to meet requirements needed to complete each assigned project.
This Statement of Work (SOW) scope includes SCRIF integration and installation support for the production engineering, assimilation/kitting, verification, logistics support, in-service support, and program planning of C5ISR systems, subsystems, and equipment. Examples of widely varied C5ISR platforms that the Contractor will be required to support include, but are not limited to:
Navy Aircrafts (e.g. E-6, P-3, P-8, T-45, F-18);
Family of Special Operations Vehicles (FOSOV);
Consequence Management Communication Systems (CMCS);
Mobile Command Centers;
Defense Threat Reduction Agency (DTRA);
Transit Cases-Radio Integration Systems (RIS)
