SCOPE OF CONTRACT
A. This project includes constructing a replacement water distribution system for the Scout Mountain Campground.
B. The work includes:
1. Sandblasting the existing tank and installing a new waterproof membrane.
1.2 PROJECT LOCATION
A. The Scout Mountain Campground is located on the Westside Ranger District of the Caribou-Targhee National Forest, in Bannock County, Idaho, approximately 13 miles southeast of Pocatello, Idaho. The campground is located on Forest Service Road 151 approximately 5 miles by road from the intersection with South Mink Creek Road. The spring source is located near the center of Section 30, T3N, R46E (Latitude 42.690446° N, Longitude -112.357386° W) at an elevation of approximately 6611 feet.
B. Tank is located approximately 50 yards from the roadway in the southeast corner of the group site.
C. The existing water system is registered with the state of Idaho as “USFS Scout Mountain Campground”, PWS #ID6030061.
1.3 SITE INFORMATION AND LIMITATIONS
A. The following site conditions are considered incidental to the contract and the contractor will not be paid directly for any of the following items:

4.6 FIELD QUALITY CONTROL
A. Waterproof Membrane Materials Testing: Owner reserves the right to invoke the following procedure at any time and as often as Owner deems necessary during the period when membrane is being applied:
1. The Contractor will engage the services of a qualified testing agency to sample membrane materials being used. Samples of material delivered to Project site will be taken, identified, sealed, and certified in presence of Contractor.
2. Testing agency will perform tests for compliance of membrane materials with product requirements, and test results shall be submitted to the Owner.
3. Owner may direct Contractor to stop applying membrane if test results show materials being used do not comply with product requirements. Contractor shall remove non-complying materials from Project site, pay for testing, and re-apply materials.
B. Waterproof Membrane Thickness Test: Owner reserves the right to invoke the following procedure at any time and as often as Owner deems necessary after the period when membrane is being applied.
1. The Contractor shall verify the 60 mil thickness of the applied waterproof membrane. There shall be one (1) thickness verification every 100 square feet of applied waterproof membrane. Verifying the thickness of the applied waterproof membrane shall be completed by using one of the following processes:
a. Measure with a wet film thickness gauge before the membrane has cured.
b. After membrane has cured, cut a segment of lining out of the wall and measure with a micrometer. The Contractor will then have to patch the segment of waterproof membrane.
4.7 DISINFECTION, CLEANING AND PROTECTION
POTABLE WATER TANK WATERPROOF MEMBRANE 221205-7
A. The waterproofing membrane must be washed, rinsed, and disinfected in accordance with C.I.M. Industries Instruction Guide “Decontamination or Washing Procedures for Potable Water Tank and Fish Pond Service” (IG-10).
B. At end of each workday, remove rubbish, empty cans, rags, and other discarded materials from project site.
C. After completing application, clean spattered surfaces with mineral spirits. Cured materials are very difficult to remove; soaking in solvent will soften material and may assist in removal. Do not scratch or damage adjacent finished surfaces.
4.8 INSPECTION AND TESTING
A. Leak Test for 7,000 Gallon Tank
1. The tank, excluding the access openings, shall be subjected to a leak test. The Contractor shall furnish all facilities and personnel for conducting the test and shall conduct the test.
2. All nozzles shall be sealed to prevent water from escaping during the test. Water shall be introduced into the tank until the level reaches the top of the tank but shall not extend into the access openings. At least 24 hours shall be allowed for the tank to stabilize. The tank will be termed "Acceptable" if the level remains the same after 8 hours.
3. If the tank fails to meet the acceptable test requirements, the Contractor shall determine the source of leakage and make the necessary repairs or adjustments, as approved by the Contracting Officer, until the acceptable criteria is met.
4.9 FINAL DISINFECTION
A. Tank shall be disinfected at the time of leak testing by filling the tank with a 25 mg/L chlorine solution and leaving for 24 hours. Acceptable forms of disinfection include liquid chlorine and sodium hypochlorite. Calcium hypochlorite is not acceptable. After disinfection, drain and flush the chlorine solution from the tank. The chlorinated water shall not be flushed into nearby waterways.
