About this file

This is a Statement of Work (SOW) for the Flightline System Communication Upgrade (FSCU) at Scott Air Force Base in Illinois, dated April 4, 2025 and revised May 28, 2025. The project requires a contractor to engineer, furnish, install, and test (EFI&T) a communications system upgrade for multiple mission-critical locations, including the GATR site, Control Tower, Command Post, Alternate Command Post, and Airfield Management. The upgrade involves replacing existing Time Division Multiplexing Charles Channel Banks with new fiber optic transmission systems, interfacing Government-Furnished Equipment (GFE) radios, voice circuits, and analog data circuits across ten facilities.

Key technical requirements include installing TC Comm equipment in 42U cabinets at various locations, implementing 1-2 kVA UPS systems, connecting to existing fiber optic outside plant infrastructure, and performing comprehensive testing and documentation. The contractor must be certified to install telecommunications equipment, provide operational training for five government personnel, and offer a one-year warranty covering hardware and software upgrades. The total project duration is 120 days from contract award, with specific installation requirements at each site including radio interface modules, fiber patch cord connections, and power distribution configurations. All equipment must be new, manufactured by approved National Defense Authorization Act (NDAA) companies, and comply with multiple telecommunications and safety standards.
