About this file

This justification document requests the brand name purchase of twelve Scott Self Contained Breathing Apparatus from the Hudson Valley VA Medical Center. Consistency with Scott SCBAs across VA facilities is required as firefighters frequently work at multiple locations, and using the same equipment reduces the risk of critical mistakes and ensures easy transition between sites. Training costs will also be avoided since staff are already familiar with these Scott SCBAs. The SCBAs will replace existing ones that have reached the end of life and allow firefighters to continue safely protecting veterans from harm while keeping themselves safe with the proper equipment.

The related federal contract opportunity is a solicitation from the Department of Veterans Affairs Veterans Health Administration VISN 2 for brand name 3M Scott X3 Air Pak SCBAs, with solicitation number 36C24223Q0855.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C242-23-AP-2284

1. Contracting Activity: Department of Veterans Affairs, VISN 02, Network Contracting Office, Appletree Business Park, 2875 Union Road, Suite 3500 Cheektowaga, NY 14227. Organizational Activity: Hudson Valley VA Medical Center, 41 Castle Point Road, Wappingers Falls, NY 12590 thru 2237# 620-23-3-3087-0069.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Hudson Valley VA Medical Center (Castle Point) is requiring the brand name purchase of twelve

(12) Scott Self Contained Breathing Apparatus (SCBA) to replace existing Scott SBCAs that have reached their end of life. These Scott SBCAs serve as part of the firefighters Personal Protective Equipment, allowing them to safely enter Immediately Dangerous to Life or Health (IDLH) atmospheric conditions.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

This brand name request for (12) Scott Self Contained Breathing Apparatus (SCBA) is required as Scott SCBAs are used among other VA facilities that firefighters work at interchangeably. Remaining consistent with the same brand SCBAs ensures that staff are equipped with the exact equipment as other locations, providing a smooth transition for firefighters working at multiple locations. Using the same equipment at each location reduces the risk of critical operational mistakes that could result in injury or death. Training will not be required, as staff are already familiar with this equipment, providing additional savings to the government. These Scott SCBAs meet the needs of this requirement and will allow firefighters to continue to protect veterans from harm while also keeping themselves safe with the proper equipment.
