About this file

This Sole Source (Including Brand Name) Justification document is for procuring three System Communication and Oxygen Testers (SCOT) for the 7 OSS squadron at Dyess Air Force Base. The SCOT Tester (NSN 4920-01-691-9686, Part Number 6112300-1) is a highly specialized life support test equipment designed to perform critical operational checks on MBU 20/P oxygen masks and CRU-60/P connectors, as specified in specific Air Force Technical Orders. Chemring is identified as the definitive sole manufacturer, with exclusive manufacturing and support capabilities.

The procurement is classified as a sole-source acquisition under AFFARS 5313.501, with funding between >SAT and ≤$700K. The justification emphasizes the equipment's mission-critical nature, highlighting its unique features including menu-driven software, portability, consolidated testing functions (helmet/mask fitting, microphone testing, G-suit leak testing), and Chemring Energetic Devices being the only authorized entity for repair and calibration. The document notes that extensive market research was deemed unnecessary due to the technical orders explicitly designating Chemring as the manufacturer, and no other sources have expressed interest in providing this specialized test equipment.

Application/SCOT Testers are used on multiple systems.

It was determined that Chemring is the only manufacture and authorized source for this equipment, Per TO 14P3-1-151 and TO 14P3-1-161. The acquisition of a replacement System Communication and Oxygen Tester (SCOT) (NSN 4920-01-691-9686, Part Number 6112300-1) necessitates a sole-source procurement from Chemring due to the highly specialized, mission-critical nature of the equipment and the exclusive manufacturing and support capabilities of the designated entities.

1. Sole Manufacturer and Designated Source:

Chemring is the Definitive Sole Manufacturer. Technical Order Confirmation: This sole source status is explicitly

18 Jun 2019 CUI Page 3 of 8 supported and directed by official Air Force Technical Orders (TOs). Specifically, T.O 33D2-10-135-1 explicitly designates Chemring as the manufacturer for the SCOT tester. This designation is critical, as other vital TOs (T.O 14P3-1-161 and T.O 15X5-3-6-1) reference T.O 33D2-10-135-1 in regards to equipment testing, thereby mandating the use of the Chemring-manufactured SCOT.

Manufacturer Confirmation: Chemring's Contracts Administrator, Brandon Lewis, confirmed on 11 April 2025, that Chemring is the sole manufacturer and source for procurement of the SCOT Tester (part number 6112300).

No other company manufactures this specific, required piece of equipment.

2. Highly Specialized and Mission-Critical Equipment:

Life Support Test Equipment: The SCOT Tester is classified as "Life Support Test Equipment." This designation immediately elevates its criticality, as its proper function directly impacts aircrew safety and survival.

Mandatory Operational Checks: The SCOT Tester is uniquely designed to perform specific, mandatory operational checks on critical aircrew life support components. These include:

MBU 20/P oxygen masks, in strict accordance with T.O 14P3-1-161 Table 2-1.

CRU-60/P connectors, in strict accordance with T.O 15X5-4-1-101. These are not generic tests; they are prescribed by specific, controlling Technical Orders that are integrated with the design and capabilities of the Chemring SCOT Tester.

Consolidated Functionality: The SCOT's unique design allows it to consolidate multiple testing functions (helmet/mask fitting, troubleshooting, microphone/earphone testing, G-suit leak testing) into a single, portable, menu-driven, and software-upgradeable unit. This eliminates the need for multiple, disparate test sets, demonstrating its purpose-built and integrated nature.

3. Exclusive Maintenance and Calibration Authority:

Sole Authorized Repair/Calibration: Further reinforcing the unique and controlled nature of this equipment, Chemring Energetic Devices (CED) is the only company authorized to perform repair and calibration services for the SCOT Tester. This exclusive authorization is crucial to maintain the full operational condition and certified accuracy of this life-support equipment, ensuring its reliability for critical safety checks. This creates a closed-loop system where the manufacturer and the authorized repair facility are uniquely positioned.

Chemring is a sole manufacture and source for procurment of the SCOT Tester part number 6112300.
