Statement of Work Purchase of Elsevier’s Scopus Bibliometrics Database

BACKGROUND

The National Science Foundation (NSF) and NSF’s National Center for Science and Engineering Statistics (NCSES) has an on-going requirement to access and extract information from a bibliometrics database that includes information on peer reviewed science and engineering articles, conference papers, and related research outputs. These data are needed to generate indicators of the patterns and trends of research and innovation related output in the United State and internationally as well as input for matching publications to the Survey of Doctorate Recipients, NSF program evaluation and other resreach. NSF’s current contract for access to Elsevier’s Scopus bibliometrics database will end on December 31, 2020. NSF and NCSES requires a new contract to purchase access to and a one-time cut of the entire Scopus bibliometric data to produce indicators of research related output for Science and Engineering Indicators and other analytical needs.

STATEMENT OF WORK

Task 1. Provide Access to Elsevier’s Scopus Database for January 1, 2021 through December 31, 2021 (and up to 5 option years).

Elsevier shall issue a license that provides NSF and NCSES and its direct contractor(s) with access to the Scopus database containing worldwide, high quality data on science and engineering publications dating from 1996 to the present. Direct contractor(s)’s use of Scopus will be limited to tasks assigned and directed by NSF. This purchase will also provide continued access to the data delivery of the full database on a mutually agreed upon date in the winter/spring of 2021. In addition Elsevier will provide access to weekly updates to the database via FTP, SFTP or other electronic means.

The Scopus database shall be suitable for use in constructing indicators of research and innovation related output and influence that will be published in SEI and in preparing aggregate statistical analyses for use in other NCSES analysis and program evaluation by

NSF.

The bibliometrics database shall enable NSF and/or its analytical services provider to:

• Attribute authorship and citation credit for U.S. authored articles to institutional addresses, unified names of institutions (e.g. Harvard University, U.S.

Department of Energy), institutional sectors (academia, industry, non-profit, Federally-funded Research and Development Centers (FFRDCs), federal government, state government) and U.S. states. Attribute authorship and citation credit for non-U.S. authored articles to different countries and country groupings.

• Attribute publication and citation credit for U.S. authored articles by assigning proportional credit to each institutional address or name of unified institution

(fractional counting) and also by assigning full credit to each institutional address or name of unified insitution (whole counting).

• Attribute publication and citation credit for non-U.S. authored articles by assigning proportional credit to each institutional address (fractional counting), and also by assigning full credit to each institutional address (whole counting).

• Assign articles to both sub-fields and broad fields of science and engineering, including social sciences and psychology.

Task 2. Delivery of Scopus Database

Elsivier will deliver an updated hard drive of the Scopus dataset to the NCSES and NSF (the “subscriber”) or the subscriber’s designate, who will install, update and maintain it.

The data provider will provide timely and complete technical support and documentation to the Subscriber and/or via the Subscriber’s designate. Under a separate contract, the data provider shall compute the completeness of the data for the 2020 bibliometrics data.

The bibliometrics data shall be 95% complete for calendar year 2020 prior to delivery to NSF. For the option years the complete bibliometric database deliverable will include calendar 2021 - 2024.The data provider will notify NCSES prior to creation and delivery of the hard drive and NCSES will have the option to wait for additional Bibliometric Data to fill the database.

Task 3 (Optional): Ad Hoc Analysis

For Task 3 is for Ad Hoc data analysis on an hourly basis.
