Scope of Work: Building Demolition at Marion and Fred Conkel Wildlife Area

This is a Scope of Work document issued by the Ohio Department of Natural Resources (ODNR), Division of Wildlife, for demolition services at Marion and Fred Conkel Wildlife Area in Jackson Township, Pike County, Ohio. The contractor will be responsible for demolishing six structures: a brick and vinyl siding house, a concrete block shed, a wood barn, a metal barn, a one-car garage, and a detached wooden patio. Work includes complete demolition of buildings and foundations, removal of debris, site reclamation, pumping and collapsing of a septic system vault, and filling and sealing of a 50-foot well and basement. All above-ground building and foundation debris must be hauled off-site. Foundations deeper than 3 feet must be removed or rendered permeable; materials less than 3 feet deep may remain if covered by at least 3 feet of dirt. All holes and depressions must be filled, graded level, and seeded with oat or winter wheat cover crops and straw. Asbestos abatement and State Historic Preservation Office approvals have been completed; the contractor must handle all remaining permitting and reporting, including OEPA demolition permits. A pre-bid site visit is recommended and should be scheduled with Ashley Dawson, Wildlife Management Consultant, at 740-682-7524 or Ashley.Dawson@dnr.ohio.gov. The contract will be awarded to the lowest responsive and responsible bidder based on low lot total, calculated by multiplying unit costs by estimated usage and summing all items. Failure to bid all items may result in the bidder being deemed non-responsive.

All proposals must be submitted through Ohio Buys; proposals received outside this system will not be considered. The contract operates on an F.O.B. Destination/Pre-Paid/Allowed basis, with the contractor bearing all freight costs and risk of loss until title passes to the State upon acceptance. Invoices must be submitted directly to Financial Shared Services in .pdf or .jpg format and must include the PO number, supplier name, service facility address, invoice number, date of completion, itemized services and materials, line charges separated by product, and the remittance address matching State records. No sales tax applies. Payment terms and contract duration are not specified in the document.

Scope of Work: Building Demolition at Marion and Fred Conkel Wildlife Area, Pike County, Ohio

Overview

The ODNR, Division of Wildlife is seeking contractors to demolish six (6) structures at Marion and Fred Conkel Wildlife Area, Jackson Township, Pike County, Ohio. There is one project site with 6 structures as well as a partially fenced area containing assorted smaller objects (Figure 1). Work includes demolition of buildings and foundations, followed by removal and site reclamation. There is a septic system vault which needs to be pumped, collapsed and rendered permeable and a basement and well which needs to be filled and sealed. The contractor will be expected to work through reporting and permitting for all activities contained in this scope of work, besides the asbestos abatement and State Historic Preservation Office approvals that have been completed.

Project Specifications / Scope

This project involves the demolition of six (6) structures on Marion and Fred Conkel Wildlife Area (Figures 2, 3, 4, 6, 7 and 8). These structures consist of a brick and vinyl siding house (Figure 2), a concrete block shed (Figure 3), a wood barn (Figure 4), a metal barn (Figure 6), a one-car garage (Figure 7), and a detached wooden patio (Figure 8). All sites have been reviewed by the State Historic Preservation Office and have been inspected and abated for Asbestos (documentation available upon request). All remaining required permits and reporting must be completed by the contractor (e.g. OEPA demolition) for building demolition as required.

There is a septic system vault which needs to be pumped, collapsed and rendered permeable for the former residential structure and a 50-foot well which needs to be filled and sealed in accordance with all state and local regulations. Foundations below 3 feet in depth must be removed or be rendered permeable so water does not collect and foundation materials less than 3 feet in depth must be removed. It is acceptable to use the top 3 feet of foundation material as fill so long as this material is covered by at least 3 feet of dirt. All above-ground building and foundation debris must be hauled off-site. Any landscaping or concrete walkways within 10 feet of the buildings must be buried or hauled off site and impacts to native trees and vegetation should be minimized. All holes and depressions made from the demolition work must be filled, graded level, and seeded with oat or winter wheat cover crops, and strawed before payment will be made to the contractor. Before equipment is hauled off-site, the contractor must meet with the project manager to ensure project satisfaction.

Specifics for each site are described in Table 1.

Additionally, a site visit prior to placing a bid is recommended. To schedule a site visit, or for any project administration questions, please contact:

Ashley Dawson, Wildlife Management Consultant ODNR, Division of Wildlife, District Four 5403 C H and D Rd, Oak Hill, OH 45656 Office: 740-682-7524 Cell: 740-326-8534 Email: Ashley.Dawson@dnr.ohio.gov mailto:Ashley.Dawson@dnr.ohio.gov

F.O.B. DESTINATION/PRE-PAID/ALLOWED

The Contractor must provide Deliverables under this Contract F.O.B. Destination/Pre-Paid/Allowed. The place of destination will be specified by the Ordering Agency on the agency’s purchase order or other ordering document. Cost of the freight must be borne and paid by the Contractor unless otherwise stated.

All risk of loss, regardless of the cause, will remain with the Contractor until title to the Deliverable passes to the State. Unless otherwise provided in this Contract, the State will determine whether the Contractor provided each Deliverable required in this Contract and has fully met all work requirements of this Contract.

Title to any Deliverables will pass to the State on Acceptance of the Deliverable.

Evaluation

The contract will be awarded to the lowest responsive and responsible bidder as determined by the State. All Proposals must be submitted through Ohio Buys. Proposals received outside of Ohio Buys will not be considered.

Contract Award

The contract will be awarded to the lowest responsive and responsible bidder by low lot total. Low lot total will be determined by multiplying the unit cost by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items. Failure to bid all items may result in the bidder being deemed not responsive.

Once a contract is awarded, failure of the bidder to have requested a site visit to become familiar with the facility and requirements of the bid will be insufficient reason to support any request to be released from the contract.
