Project Specifications / Scope
A. Asbestos Abetment
This project involves the abatement of regulated asbestos-containing material (RACM), including:
(a) Friable asbestos material,
(b) Category I non-friable ACM that has become friable,
(c) Category I non-friable ACM that has been or will be subjected to sanding, grinding, cutting, or abrading, and
(d) Category II non-friable ACM that has a high probability of becoming, or has already become, crumbled, pulverized, or reduced to powder due to forces expected during demolition or renovation operations.
The following friable materials have been identified as ACM and must be removed prior to renovation or demolition activities:
• Approximately 1,141 sq. ft. of Vermiculite Insulation (HSA23) in the ceilings of Rooms 3, 5, 6, 7, 8, 9, 10, and the
Hallway.
• Approximately 10 sq. ft. of Black and Green Material at the heater leading to the chimney (HSA24) in Room 2.
The following non-friable Category I materials have been identified as ACM and must also be removed prior to renovation or demolition activities:
• Approximately 224 sq. ft. of 12" x 12" Cream with Brown Smudges Floor Tile (HSA09) in Room 4.
• Approximately 255 sq. ft. of 12" x 12" Tan Cobblestone Pattern Floor Tile (HSA10) in Room 5.
• Approximately 736 sq. ft. of 9" x 9" Beige and Brown Streaks Floor Tile with Mastic (HSA13) in Rooms 6, 7, 8, 9, 10, and the Hallway.
• Approximately 288 sq. ft. of Orange and Tan Pebble Pattern Resilient Flooring with Mastic (HSA05) in Room 1.
In compliance with NESHAP asbestos regulations, a licensed asbestos abatement contractor must remove all RACM from the facility prior to commencing any activities that could damage or disturb the material.
B. Building Demolishing
This project involves the demolition of the residence at the Magee Marsh Wildlife Area (Figures 1–4). The structure includes a concrete brick and poured cement foundation with a pre-cast concrete septic vault. The site has been reviewed by the State Historic Preservation Office and inspected for asbestos (documentation attached). The contractor is responsible for completing all remaining permits and reporting requirements, such as OEPA demolition and 811 notifications.
The septic system vault within the building area must be removed. Utilities for the main structure have been disconnected. Foundations deeper than 3 feet must either be fully removed or rendered permeable to prevent water accumulation, while foundations less than 3 feet deep must be completely removed. All above-ground building and foundation debris must be hauled off-site. Additionally, any landscaping or concrete walkways within 10 feet of the buildings must also be removed, with care taken to minimize impacts on native trees and vegetation.
All holes or depressions created during demolition must be filled, graded to level, seeded, and strawed before final payment is made to the contractor.
C. Garage Refurbishment
The attached two-car garage will remain intact and will not be demolished. The contractor will adjust the roofline to match the existing gable slope and replace any roofing materials as necessary to complete the separation. Additionally, a sufficient amount of exterior siding will be salvaged from the residence to enclose the section of the residence that is removed. Electricity is supplied to the garage via a buried cable connecting it to the shop building located west of the structure.
The contractor is responsible for submitting all required notifications to the U.S. EPA. A written Notification of Intent to
Renovate/Demolish must be submitted to the U.S. EPA or the OEPA (as the designated authority) at least ten working days before starting any asbestos abatement or demolition activities. Additional state or local agency notification requirements may also apply.
Before any equipment is removed from the site, the contractor must meet with the Assistant Wildlife Management
Supervisor to confirm project satisfaction. Specifics for each site are outlined in Table 1. The deadline for project completion is June 30, 2025.
Site visits are required. For a site visit prior to bidding, please call Patrick Baranowski, Assistant Wildlife Management
Supervisor, at Magee Marsh Wildlife Area (419-345-9393) to set a date and time.

Once a contract is awarded, failure of the bidder to have requested a site visit to become familiar with the facility and requirements of the bid will be insufficient reason to support any request to be released from the contract.
The awarded supplier will be required to sign an Addendum to Bid Quote or Personal Services Agreement. An example is attached to the solicitation.
Additionally, by placing a bid on this scope of work, the successful bidder (i.e. payee) agrees to receive partial or prorated payment as a final and total payment in the event that the project is started but not finished or left in an unsatisfactory condition by the successful bidder, as determined by ODNR. Prorated payment will be determined solely by ODNR according to percentage completed on each project task, on a per-unit basis, or percentage of the overall project completed. The successful bidder also agrees that final and total payment may be reduced if the project completion deadline is not met by the contractor. The final and total payment will be solely quantified by ODNR and prorated according to a 5% reduction in total payment for every week past the deadline that work is not completed.
The deadline is determined by the deadline date given in this scope of work or number of days from a written notice to proceed given to the successful bidder at the start of the project, once a Purchase Order is provided. This can be provided by email or in writing by another method.
