About this file
This Scope of Work document outlines requirements for temporary compressed natural gas (CNG) fueling services to be procured by the City of Pittsburgh. The contract will be a three-year agreement with an option to extend for up to two additional years upon mutual consent. The City seeks a qualified vendor to provide a complete temporary CNG fueling system, including equipment delivery, fuel supply, operations, and maintenance. The system must operate continuously twenty-four hours per day, seven days per week, delivering a minimum peak-hour throughput of 175 gallons of gasoline equivalent (GGE) per hour across two fueling hoses. The system shall include high-pressure cascade storage capable of handling surge demand of up to 330 GGE per hour while maintaining consistent fast-fill dispensing pressure. The solution must be designed to operate reliably in Western Pennsylvania's extreme winter conditions, including sustained sub-freezing temperatures below 0°F, without degradation in fill time or pressure stability.
The contractor must provide a fully weather-hardened system with insulated enclosures, freeze protection for all components, and active heating systems to prevent moisture accumulation and mechanical failure during cold-weather operations. The system shall include monitoring and reporting capabilities, capable of recording individual vehicle mileage and fuel usage with electronic weekly reports and detailed monthly statements submitted by the fifth day of each month, including dispensing volumes, pricing, and per-vehicle breakdowns. Fuel pricing shall be exempt from Federal and State taxes, with proposers clearly stating the price per gallon equivalent and rack price basis with applicable markups. The successful contractor must provide comprehensive training to City personnel on safe CNG fueling procedures, emergency shut-down protocols with cold-weather considerations, and ensure all operations comply with NFPA, OSHA, and industry safety standards throughout the contract term.

Scope of Work – Temporary CNG Fueling Services
Scope Detail It is the intent of the City to enter into a three-year contract, with the option to extend for up to an additional two (2) years upon mutual agreement of the City and the Contractor. The objective of this RFP is to solicit competitive proposals from qualified firms for the provision of a high-reliability, temporary compressed natural gas (CNG) fueling system, including delivery of fuel, equipment, operations, and maintenance.
The temporary fueling solution shall be designed for continuous, year-round operation, including sustained performance during extreme cold weather conditions typical of Western Pennsylvania winters.
Bids shall include furnishing all equipment, infrastructure, weather protection systems, controls, and accessories required to meet the performance standards outlined herein, as well as delivery of CNG as needed to the site.
System Capacity & Performance Requirements
· The temporary CNG fueling system shall be capable of operating twenty-four (24) hours per day, seven (7) days per week, without interruption.
· The system shall be designed to deliver a minimum peak-hour throughput of 175 GGE per hour across two (2) fueling hoses.
· The system shall include high-pressure cascade storage sized to accommodate short-duration surge demand equivalent to up to 330 GGE per hour, while maintaining consistent fast-fill dispensing pressure.
· The system design shall minimize vehicle queuing during normal operating hours, including peak demand periods.
· The system shall maintain reliable fueling performance during periods of sustained sub-freezing temperatures, including ambient temperatures below 0°F, without degradation in fill time or pressure stability.
Cold Weather & Environmental Protection Requirements The Contractor shall provide a system incorporating robust cold-weather protection, at a minimum including:
· Weather-hardened and/or insulated enclosures for compressors, controls, storage modules, and dispensers
· Freeze protection for piping, valves, hoses, dispensers, and metering components
· Active heating systems (electric, gas-fired, or equivalent) or other thermal management solutions to prevent moisture freeze-up, pressure loss, or mechanical failure
· Design features that prevent icing, regulator freeze-off, and flow degradation during cold-weather fueling events
· Equipment rated and demonstrated for continuous winter operation in northern climates Systems relying solely on minimal insulation, temporary measures, or operator intervention to address cold-weather performance shall be deemed non-responsive.
Operations, Monitoring, and Reporting
· The fueling system shall be capable of recording individual vehicle mileage and fuel usage.
· The system shall be able to produce, at a minimum, weekly usage reports in electronic format.
· The Contractor shall submit a monthly detailed statement by the 5th day of each month indicating:
· Date of purchase
· DGE dispensed
· Price per DGE
· Total product purchased per vehicle per month
· Price per DGE per vehicle per day
Fuel Pricing & Taxes
· Prices submitted for furnishing fuel to the City shall be exempt from Federal and State taxes.
· Proposers shall clearly state:
· The price per gallon equivalent (GGE/DGE) for furnishing the product
· The rack price basis and any applicable mark-up
Training & Safety
· The successful Contractor shall train all required City personnel on safe and proper CNG fueling procedures.
· City facility personnel shall be trained on emergency shut-down procedures, including cold-weather-specific considerations.
· All operations shall comply with applicable NFPA, OSHA, and industry safety standards throughout the term of the contract.
