Scope of Work 402-25-001 Replace Campus Fire Hydrants.
The following is the scope of work for the subject contract at the VA Maine Healthcare. All installations shall be in accordance with NFPA 24 and the specifications that are listed in attachment 4. This solicitation shall include all materials, labor, and supervision necessary to replace a total of 13 campus fire hydrants. The Contractor shall replace 3 of the existing hydrant shutoff valves in the event the valves do not close. If all shutoff valves work fine, contractor shall replace the last 3 valves left on the construction schedule. Comment by Sava, Alexandru: No matter what just 3 valves will be replaced? And the vendor would price for that only? And just maybe more need to be replace we deal with a change order?
New hydrants shall have 4.5” NST/NH steamer port and two 2.5” NST/NH side ports. Existing 4.5” Stortz adapters on current hydrants will be re-used on new hydrants.
Contractor shall replace same size piping as determined necessary by the contractor and the COR to be unsuitable for reuse. We are estimating 100 linear feet, but if additional piping replacement is necessary to execute contract work, it will be treated as a modification to this contract. Contractor shall gain COR’s concurrence and permission prior to replacing any piping.
The 13 hydrants shown in Attachment 3 shall be replaced. Existing thrust blocks shall also be replaced. Comment by Sava, Alexandru: To me this gives the KTR ability to charge on a FFP contract with intent to replace all the thrust blocks and if the COR states they are suitable for re-use they will just pocket extra $$$ since we have a firm fixed price contract -Contractor will be required to flow and pressure test each hydrant IAW NFPA 24 and furnish a report to the COR.
Listed below are scope clarifications:
-Locating all existing underground utilities shall be the responsibility of the contractor.
-Excavation rules and regulations shall follow OSHA 29 CFR 1926 – Construction There is a possibility of encountering unsuitable or contaminated soil during excavation. Testing shall be done by contractor. Once test results received, further actions will be determined at that time.
-There is no dumping of any materials allowed on this campus -Contractor will be responsible for painting the hydrants based on their GPM flow IAW NFPA 24.
-Removal and re-installation of asphalt, curbing, lawn, sidewalks or any other hardscape feature will be inclusive of this construction contract.
-The campus water distribution network attachment shall be field verified by the contractor. VA Maine cannot guarantee it is 100% accurate and current. Comment by Sava, Alexandru: A lot of unknowns… -Water service and hydrant interruptions resulting from this contract must be coordinated with the contracts COR 2 weeks prior to the date of the shutoff. Watermain and or hydrant shutdowns will be accomplished by Facilities Management, however the contractor shall to the best of his/her knowledge notify the VA what specifically will get shutdown using existing condition drawings, interviewing campus facility staff, and performing waterline tracing inside and outside of buildings.
-Contractor will be required to set up 7’ tall fencing around each open excavation.
-Contractor will not be responsible for providing temporary hydrants and connections.
-Contractor will be held responsible for all requirements listed in this project’s specifications -Off site disposal will be the responsibility of the contractor. Contractor will not be permitted to dispose of items into any dumpster onsite. This includes old hydrants, piping, pavement, soils, valves and any other demoed under this contract.
-Contractor will be permitted to place a construction trailer, conex boxes, and dumpster only in approved locations. Locations Bid Deduct: In addition to supplying a bid for all 13 hydrants, contractor shall provide a price for omitting hydrant 14 and 18 shown in attachment 3.
