SCOPE OF WORK: STA Milford Haven Water Testing

1. GENERAL REQUIREMENTS:

The work consists of providing all labor, materials, and equipment necessary to test for copper and lead contamination in the water distribution system at USCG STA Milford Haven, 63 Mill Point Road, Hudgins, VA 23076.

2. COMMENCEMENT, PROSECUTION AND COMPLETION OF WORK:

Upon acceptance the contractor shall commence work NLT five (5) calendar days after notice to proceed and work diligently to complete the entire work ready for use by 30 days after contract award.

3. SCOPE OF WORK:

Elevated levels of copper and lead at point of use taps throughout USCG Station Milford Haven facilities necessitates a high-resolution testing inspection throughout the station’s water treatment and distribution system. Testing at a high number of locations will allow the USCG to pinpoint point source or line source contamination within the system. The general scope of work shall provide non-recurring testing and reporting services for copper (Cu) and lead (Pb) levels at twenty-four (24) unique locations within the Water Treatment Facility located at USCG STA Milford Haven, 63 Mill Point Road, Hudgins, VA 23076.

4. DESCRIPTION OF FACILITY:

The water treatment facility consists of a drilled well, well pump, water softening system, chlorine injection pump, treated storage tank, two (2) pressure pumps, and one (1) pressure tank. This facility is denoted as UV1 within the Coast Guard’s official plot plan, included as Appendix 1 of this document. After the well water has been treated by the treatment facility, the potable water lines branch to three (3) separate structures. Within the station building, there are sixteen (16) point of use fountains and taps that must be tested. Within the Aids to Navigation (ANT) building, there are three (3) point of use taps that must be tested.

5. CONTRACTOR CERTIFICATIONS:

The contractor shall currently be a licensed Class IV or Higher Virginia Certified Water Treatment Plant Operator. The Contractor shall submit a photocopy of certification to the contracting officer.

6. DESCRIPTION OF WORK:

a. The contractor shall be responsible for the following: procuring and submitting samples at twenty-four (24) sites for laboratory analysis required by the Virginia Department of Health; testing said samples only for the presence of copper and lead contamination; preparing a comprehensive report for the U.S. Coast Guard submission, such a report shall clearly delineate if the parameters exceed Virginia Department of Health and Environmental Protection Agency actionable limits.

b. The twenty-four (24) samples shall be tested as close as practicable to these prescribed locations: a pretreatment sample from the well prior to passage through the water treatment facility, a treatment effluent sample after passage through the water treatment facility, a sample prior to distribution throughout the old housing facility (OJO1), a sample prior to distribution throughout the ANT building (OA1), a sample prior to distribution throughout the main station building (OM1), sixteen (16) samples shall be taken from all point of use taps throughout building OM, the remaining three (3) samples should be taken throughout the ANT building (OA1). The building location codes refer to the values as outlined in the USCG official plot plan included as Appendix 1. The point of use taps in building OM1 can be found in Appendix 2.

c. All testing shall be conducted pursuant to applicable local, Virginia Department of Health, and Environmental Protection Agency procedures.

d. The Contractor must sign in with the watch stander prior to beginning any work.

e. All work should be coordinated with station operations, but generally be scheduled Monday through Friday between 0800 and 1600.

f. The contractor shall provide copies of employee’s state water treatment licenses proposed to test the plant. These persons must be approved by the State prior to any resulting work under this contract.

g. The contractor shall provide current copies of issuance for the services provided under this contract.

7. CONTACT ADMINISTRATOR/POINT OF CONTACT:

The following employees of the U.S. Coast Guard identified will use all powers under the contract to enforce its faithful performance: _____.

8. CONTRACTING OFFICER:

All orders from the U.S. Coast Guard shall be transmitted and communicated through the Contracting Officer. The appointed Contracting Officer is _____.

9. CONTRACTING OFFICERS TECHNICAL REPRESENTATIVE (COTR):

The COTR shall work with the contractor on a daily basis in scheduling and coordinating services, answering questions in conjunction with the scope of work (SOW), and provide general direction under the resulting contract: _____.

10. INCURRED COSTS:

a. The contractor shall furnish all supplies including consumable materials and testing equipment necessary to operate and test the Water Treatment Facility Plant in a safe and effective manner.

b. The contactor will procure and submit the mandatory test samples for laboratory analysis required by the Virginia Department of Health (VDH).

11. DESCRPTION OF TECHINCAL SERVICES:

a. The contractor shall assume the responsibility for the operation and maintenance of the U.S. Coast Guard Station Milford Haven Water Treatment Facility. The contractor shall provide or assure the following services are accomplished.

b. The inspection must include testing for copper and lead and the recording of all results. The VDH and EPA Maximum Contaminant Level Goal for copper is 1.3 mg/L and for lead is 0.015 mg/L. The report should clearly indicate if any test samples exceed these limits. The contractor is also responsible for procuring and submitting mandatory test samples that are required by Virginia Department of Health (VDH) and a written report of the inspection.

12. ENVIRONMENTAL PROTECTION REQUIREMENTS:

Hazardous materials used by a contractor are required to be disposed of by that contactor.

Disposal must be in accordance with federal, state, and local guidelines.
