Scope of work The Virgin Islands National Park and Virgin Islands Coral Reef National Monument (VIIS / VICR) are in the United States Virgin Islands (USVI) (Figure 1). VIIS comprises ~59% of the island of St. John with 7,259 acres of terrestrial and shoreline habitat and 5,650 acres of adjacent submerged lands with 40% of the park being marine habitat. VIIS was established by Congress on August 2, 1956. VICR was established on January 17, 2001, by Presidential Proclamation. VICR comprises 12,708 acres of submerged lands and associated marine resources around the island. There are typically over 400,000 visitors annually. Protection of the marine resources requires the maintenance of multiple buoys around the park.

Project Purpose and Need:

Virgin Islands National Park and Virgin Islands Coral Reef National Monument have 14 mooring systems.

These moorings are used to protect marine structure, habitat, and marine life, which is consistent with the park enabling legislation. The ability to maintain all park moorings are beyond the capabilities of the current VIIS / VICR staff. The Park will require additional resources to ensure the moorings are safely maintained for park visitors use and resource protection.

Task Description:

The contractor shall remove and replace all the components of the custom embedment anchor system from the shackle at the Helmken terminal head of the helical solid square shaft on the seafloor to the pennant on the surface within kind components (see appendix A) or upgraded components. The contractor will provide boat, SCUBA divers, equipment, materials and supplies to conduct this work in accordance with OSHA commercial dive standards. The Park will provide GPS coordinates and depths for each mooring (see appendix B). The contractor will deliver the removed Johnson’s Mooring Beam and Johnson’s Mooring Beam Yoke to the park to determine if the components are salvageable. If the component is salvageable the NPS will retain the component. However, if the component is not salvageable the contractor is responsible for disposing the components in accordance with state and federal law.
