About this file

This Scope of Work document is prepared by the City of Dallas, Texas, in conjunction with a Request for Information (RFI) regarding vendor compliance monitoring and site management services for the Ronald Kirk Pedestrian Bridge and Felix H. Lozada Sr. Gateway. The RFI seeks solutions for monitoring and reporting services related to pop-up vendors operating at these two locations. The scope of work outlines the requirement for vendors to provide comprehensive compliance monitoring capabilities, including real-time tracking of vendor activities, documentation of operational standards adherence, and regular reporting mechanisms to ensure vendors maintain proper licensing, insurance, and operational compliance. The services must encompass site management oversight to monitor vendor behavior, enforce regulations, and maintain the public spaces in accordance with city ordinances and project requirements.

The monitoring and reporting services must address specific compliance metrics for pop-up vendors, including verification of permits, licenses, insurance coverage, and adherence to operational hours and location restrictions. Respondents to the RFI are expected to demonstrate their capability to provide scalable solutions that can accommodate multiple vendors simultaneously across the two gateway locations. The RFI process allows the city to evaluate available technology platforms and service providers before issuing a formal Request for Proposals (RFP). This information-gathering phase enables the city to identify vendors with demonstrated expertise in pop-up vendor management, compliance tracking systems, and reporting functionalities that meet the specific operational needs of these high-traffic pedestrian facilities in Dallas.

2. Background

Ronald Kirk Pedestrian Bridge & Felix H.
