Name or Title of the Service or Supply: Darke Wildlife Area Herbicide Spraying Ordering Division and address: Ohio Division of Wildlife; Darke Work Unit, 1989 Northern Rd., Somerville, OH 45064 Scope of Work: Darke Wildlife Area Pollinator Plot Establishment Preparatory Vegetation Control The ODNR, Division of Wildlife is seeking contractors to perform vegetation control using herbicides in 7 habitat fields (44.7ac) at Darke Wildlife Area located near Greenville, Darke County, Ohio. The fields total 44.7 acres and range in size from 2.9acres to 10.3 acres. Goals of the herbicide application is to achieve a full field, non-selective “burndown” to prepare the 7 habitat fields for planting to pollinator mixes with an alfalfa & clover firebreak perimeter.
The fields were previously crop fields, last planted to wheat or soybeans and have set idle for the last year. Current vegetation growing in the wheat fields includes but is not limited to: Red & Alsike Clover, Yellow Sweet Clover, Daisy Fleabane, & Foxtail. Vegetation currently growing in the soybean fields includes but is not limited to: Common Ragweed(heavy), Giant Ragweed (heavy), Poison Hemlock, & Foxtail. All contractors should visit the site and become familiar with the area prior to bidding.
A. Methodology and Timeline:
This project is to kill all herbaceous and woody vegetation within the boundaries of seven (7) fallow crop fields using ground broadcast and / or aerial broadcast herbicide applications. Two applications will be made. One in the fall, and one in the spring. Application via drone is acceptable, however, the drone must be made in the U.S.A. As shown on the accompanying maps, two fields (B1 & B14) will have an approximately 60-foot swath of vegetation along one edge left untreated in the fall. The entire acreage, including those portions of B1 & B14 that were untreated in the fall, will be sprayed in the spring.
A tank mix of Glyphosate and 2,4D plus adjuvants is the typical herbicides used for these types of burndowns, but other mixtures and methodologies may be accepted. Regardless of the herbicide(s) used, they must be appropriate for the objective of this project, site location, environmental conditions, and applied per the herbicide label directions at a rate sufficient to achieve a minimum 90% kill of all vegetation.
The timeframe for the fall application on this project shall be from the time of award through September 30th, 2024. An application during the month of August would be preferred due to hunting seasons beginning Sept. 1st. No work may be conducted Sept.1st through Sept. 8th, 2024. The spring application must occur during the month of March, 2024.
All work shall be conducted Monday through Friday unless prior approval is obtained from the ODNR, Division of Wildlife project agent. The contractor is required to contact the ODNR, Division of Wildlife project agent at least two business days prior to initially entering the property for work.
Evaluation. The contract will be awarded to the lowest responsive and responsible bidder as determined by the State.
Contract Award. The contract will be awarded to the lowest responsive and responsible bidder by low lot total. Low lot total will be determined by multiplying the unit cost by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items. Failure to bid all items may result in the bidder being deemed not responsive.
