About this file

This Scope of Work document outlines requirements for a prescription pharmaceuticals mail order services contract for a City's employees and eligible dependents participating in a voluntary personal importation mail order prescription program. The City is soliciting proposals for mail order prescription services that will include medications from a provided Formulary Drugs List, though the list may be subject to modifications based on plan utilization, market cost shifts, and dosage changes. Respondents must ensure all pharmaceuticals comply with current FDA regulations, provide a complete list of countries with participating pharmacies, submit a sample of their standard monthly reporting package, and upload a list of offices and facilities that would provide services under the contract. The awarded vendor will be responsible for collaborating with a third-party pharmacy benefits manager, who will provide monthly electronic files of members, send weekly outreach letters to members using U.S.-based pharmacies, incorporate vendor claims into the benefits manager's data warehouse, and include vendor claims in monthly summary financial reports.

The awarded vendor must supply pharmaceuticals with valid prescriptions from U.S. attending physicians, maintain quality assurance standards as specified by the City, and provide monthly detailed invoices for all pharmaceuticals purchased by members. Pharmaceutical pricing in U.S. dollars may only be adjusted to reflect global currency fluctuations or manufacturer/distributor price changes. The vendor must provide a list of fulfilled pharmaceuticals with prices upon request, make available handling and delivery cost information, and work collaboratively with the City and pharmacy benefits manager to develop a revolving formulary offering the most competitive pricing. The contract structure emphasizes transparency, requiring the vendor to submit detailed monthly reports and pricing documentation while maintaining FDA compliance and meeting the City's preferred quality assurance standards throughout the contract term.
