About this file
The document is a Scope of Work for a parking garage study at the Syracuse VA Medical Center. The architectural and engineering (A/E) firm will evaluate the remaining life of an existing 990-stall parking garage, investigate post-tensioned tendon failures, and develop repair solutions to extend the garage's usability to 2040. Deliverables include an investigative report on the garage's current condition, a scope of work with cost estimates for repairs, and a concept design for a new 180-stall parking garage on the medical center campus.
The project is a 100% Service-Disabled Veteran Owned Small Business set-aside with a total performance period of 195 calendar days. Key requirements include two primary submissions: an investigative report due 60 days after notice to proceed, and a schematic design submission 60 days after the first review. The project involves analyzing the existing eight-level garage constructed between 1987-2009, estimating repair costs, conducting a life-cycle cost analysis, and developing plans for potentially constructing a new three-level parking structure. The anticipated contract award date is on or before March 31, 2026, with a project number of 528A7-25-178, targeting firms with NAICS code 541310 and a small business size standard of $25.5 Million.

The Study of Syracuse VA Medical Center Parking Garage
I. SUMMARY
The A/E shall evaluate the remaining life of the Syracuse VA Medical Center’s 990-stall parking garage located at 900 Irving Avenue, Syracuse, NY and offer repair solutions for extending life to at least 2040.
In recent years several post tensioned tendons have failed and further investigation by the medical center has uncovered other potential issues that requires investigation by an engineering firm with in-depth technical knowledge of post-tensioned parking garage construction and their vulnerabilities, including exposure to road salts and snow melt common in the nation’s historically snowiest city, and also costs to build, repair, extend life and maintain such garages.
Deliverables include an investigative report on the garage’s current condition, a scope of work and estimated cost to extend the life of the garage to 2040, and a concept and estimated cost to construct a new 180 stall parking garage located on the VAMC medical center campus.
The total project duration is 195 days.
II. SCOPE OF WORK
The A/E shall perform an analysis of the existing 990 parking stall garage located at the southwest corner of Irving Avenue and Van Buren Street, Syracuse, NY, 13210. The analysis shall consider the construction type, age, findings during recent repair work, analysis of as-built drawings and visual observations. The A/E shall determine the expected remaining useable life of the eight (8) level parking garage and the estimated maintenance and repair costs to extend life to 2040. The existing garage’s bottom four floors were constructed in 1987 using post-tensioned beams and slabs, except the bottom level which is slab-on-grade. The fifth and sixth floors are also of post-tensioned construction and were added in 2000. The seventh and eighth floors were constructed in 2009 using precast concrete panels and steel beams.
The A/E shall estimate the costs associated with extending the life of the existing garage and constructing a new smaller parking garage in the location of building 16, to include:
A. Demolition of an existing 3,700 square foot single story office building (building #16), relocation of adjacent bulk oxygen storage tanks, and the construction of a small parking structure to accommodate 130 to 180 parking stalls which would replace a current off-site parking lease for overflow parking. The concept of such a small (three-level) parking structure is attached.
B. Extending the life of the existing garage by correcting all identified deficiencies found during the investigation. Assume corrections to be made in a 2029 construction project for estimating purposes.
C. Savings due to cancellation of the 300-parking stall off-site J-lot parking lease upon completion of the replacement garage. The lease costs $324,000, annually, and can be exited on June 30th, 2031.
D. Comply with the VA Parking Design Manual (April 2023), available at: https://www.cfm.va.gov/til/dManual.asp
i. First Submission: INVESTIGATIVE. This submission shall be submitted to the Contracting Officer sixty (60) calendar days after receipt of the Notice to Proceed (NTP). This submission includes investigative services to determine the remaining life of the garage, with and without repairs and modifications, and the cost of the repairs and modifications to extend life to 2040. The A/E shall review the original garage design and past repair project designs and observations. The A/E shall also review the site and feasibility of constructing the small garage in the location of building 16, which includes relocating the oxygen storage tanks. The VA review time is fifteen (15) calendar days, and the A/E will have an additional fifteen (15) calendar days to respond and incorporate the review comments.
ii. Second Submission: SCHEMATIC DESIGN. This submission shall be submitted to the Contracting Officer sixty (60) calendar days after receipt of the VA’s comments on the first submission. This submission includes schematic drawings that include methods and details of anticipated repairs and upgrades, and a construction cost estimate for correcting all known deficiencies, and projected repairs and upgrades to extend the life of the existing garage. This submission shall also estimate the costs associated with the construction of the small parking structure, including the demolition of building 16 and relocation of the oxygen storage tanks. A life-cycle cost analysis is required, and it shall also estimate the annual cost per parking stall, including depreciation, and maintenance and operation costs. The A/E shall utilize the VA’s Cost Estimating Requirements for Veterans Affairs Facilities, available at: A/E Submissions & Review - Office of Construction & Facilities Management. The VA review time is fifteen (15) calendar days for the Second Submission submittal and the A/E will have thirty (30) calendar days to incorporate owner comments and resubmit the conceptual design documents.
iii. Total Period of Performance is estimated at one hundred and ninety-five (195) calendar days from Notice to Proceed.
III. MISCELLANEOUS REQUIREMENTS
A. Drawings and sketches shall be in AutoCAD or PDF format, or both.
B. Cost estimates shall be provided in Microsoft Excel format.
IV. REFERENCE MATERIALS
A. VA Parking Design Manual (April 2023), available at: https://www.cfm.va.gov/til/dManual.asp B. VA (owner) will provide the AE with the existing garage’s as-built drawings and the discoveries/concerns that were exposed during the repairs performed in calendar year 2024 and 2025.
C. Proposed 3-level parking structure sketch.
IV. SITE VISITS
Site visits will be required to verify existing conditions. Additionally, a minimum of one site visit or TEAMS meeting per design submission is required to review the progress submittals.
