About this file

This is a Statement of Work (SOW) for troubleshooting and repair of an outdrive input shaft for the USCG Cutter Juniper. The contractor is tasked with investigating why the outdrive input shaft is not fully engaging the engine coupler, which caused the vessel to lose propulsion during underway operations. The work requires de-energizing electrical circuits, troubleshooting the shaft and coupler connection per MPC A45025.0, conducting inspection of the disassembled outdrive, and reporting any discrepancies to the contracting officer for approval before proceeding with repairs.

The contractor must replace the existing outdrive (Serial # A1178697, Product # 22491352, Type: DPS-D) with Government Furnished Equipment and provide all ancillary parts as needed, including gimbal bearing and bellows. Additional requirements include weatherproofing all connections against saltwater, air, and UV exposure using rated connectors; re-attaching linkages and reinstalling the outdrive per applicable specifications; restoring electrical power; and verifying all systems function properly. The contractor is responsible for all damages to government equipment or property resulting from contractor fault or negligence, and must notify the USCG of any changes, issues, or problems associated with job completion. The work reports to CWO3 Robert Ozment, Engineer Officer, at 808-398-0808.

Reports to: CWO3 Robert Ozment, Engineer Officer 808-398-0808 Discrepancy Summary: During underway operations, the vessel lost propulsion. Propulsion checks were conducted and system was intact. Once trailered, ships force conducted another set of propulsion checks with negative results. During checks, there was an unusual noise coming from the transom area. Further observation found that the outdrive input shaft is not fully seated into the engine coupler. During engine operation and in neutral, the engine coupler is spinning however, the outdrive input shaft is static. When the handle is engaged in the ahead position, the engine coupler remains spinning while the outdrive input shaft remains static.
