About this file
This is a Statement of Work (SOW) for the installation of fiber optic network, power distribution, and electronics at Letterkenny Munitions Center (LEMC). The contract requires the contractor to provide all personnel, equipment, tools, materials, supervision, and services to survey, engineer, furnish, install, test, document, migrate and cutover a turnkey solution to upgrade the existing infrastructure.
The scope includes installing approximately 103,400 feet of fiber optic cable across 5 loops connecting 122 facilities, along with 62,600 feet of power distribution cabling across 14 legs. Major components include 96-strand single-mode fiber optic cable, power junction boxes at each facility, and electronics including data switches and SFP modules compatible with existing Planet Networking equipment. The period of performance is 380 calendar days after contract award, with a post-award verification survey required within 30 days. The contractor must provide various deliverables including quality control plans, design reviews, testing documentation, and as-built drawings. The work requires significant coordination due to LEMC being an ammunition storage facility with strict safety and security requirements. A 5-year warranty is required on workmanship and materials.

The Contractor shall perform site surveys of the existing telecommunications infrastructure verifying and validating the Government provided design.
The Contractor shall identify discrepancies to the TPOC in the EV&V Report. Should the Contractor find any major discrepancies, the Contractor shall submit an Engineering Change
Proposal to the TPOC for approval before work commences. The Contractor shall correct minor discrepancies on the Red-Line drawings and As-Built drawings. The Contractor shall provide a List of Materials (LOM) and product submittal no later than 15 calendar days after completion of the EV&V, and no more than 45 calendar days after contract award, to the TPOC for review and approval.

The contractor may propose more cost-effective alternatives to any portion of this SOW to include labor and materials.
5.2.2 Install To Standards: The installation shall be performed by the Contractor to all current and latest Standards versions in section 3.2. In cases of discrepancy, the TPOC or AGR shall decide and provide the decision in writing to the Contractor.
5.2.2.1 The FOC shall be installed through 4-inch, Polyvinyl Chloride Compound (PVC) conduit or duct. Joints shall all be watertight using manufacturers specified procedures and adhesives.
5.2.2.2 No splicing shall be done in any hand hole. Allow a minimum of 25-feet of slack for each cable entering a hand hole. Ensure the hand hole is large enough to accommodate the FOC manufacturers minimum bend radius and is at a minimum 36-inches deep with a solid bottom.
Hand holes shall be sealed for water intrusion at each conduit or duct attachment point and lid.
5.2.2.3 Each of the 122 facilities shall require saw cutting approximately 20-feet of asphalt, trenching, then resurfacing the cuts to run conduit. Additionally, each road crossing will require the same. Approximately 150 total locations will need saw cut, trenched, and resurfaced, for a total of approx. 2,000 feet.
5.2.3 Fiber Optic Cable Type: The FOC shall be loose tube, Single Mode (SM), direct burial rated, armored, and shall be installed with LC terminations adhering to the characteristics in Table 1 such as, but not limited to, Corning 096ZUC-T4122D20 FOC.

5.2.4 Fiber Optic Cable Terminations: All FOC shall be terminated using factory produced pigtails with LC connectors that shall be fusion spliced at each FOPP, equipped with manufacturer matching splice trays. No mechanical splices or field installed connectors shall be used. Fusion splices shall have an insertion loss of <0.05 dB and return loss of >55 dB for loose tube fiber.
5.2.5 Fiber Optic Cable Strand Count: FOC strand counts shall be 96-strands continuous through each loop. Two strands shall be identified for each facility and terminated with LC connectors, with the remaining strands left in tact as spare.
5.2.6 Fiber Path Of Travel: The FOC shall be installed in a daisy-chain fashion from one facility to the next, in a loop with both ends originating from the same Main Distribution Box.
Approximate distances are listed in Appendix 2 of this SOW for each of the 5 loops. Any changes shall be discussed with and approved by the TPOC and or KO in writing prior to installing that portion of the network.
5.2.7 Conduit: The Contractor shall install all FOC through PVC conduit or duct, except any conduit that penetrates above ground.
