PERFORMANCE WORK STATEMENT
PART 1
GENERAL INFORMATION
1. GENERAL: This is a non-personal services contract to provide a Commercial Off the Shelf (COTS) training product that has been minimally modified to include National Park Service (NPS) based vocabulary and language, themes, and situations, and feature the diverse backgrounds of the NPS and its various employees. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor, who, in turn, is responsible to the Government.
1.1 Description of Services: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, recording footage, supervision, and other items and non-personal services necessary to perform training product modification as defined in this Performance Work Statement (PWS), except for those items specified as government-furnished property and services. The Contractor shall perform to the standards in this contract.
1.2 Background: The NPS Division of Law Enforcement, Security and Emergency Services (LESES) provides policy formulation, oversight, support services, guidance, training, and leadership to assist park managers and Law Enforcement Officers (LEOs) in accomplishing NPS visitor and resource protection goals and objectives. LESES is responsible for national in scope programs, including emergency services, investigative services, security and intelligence, firearms, and other law enforcement operations.
The NPS Law Enforcement Training Center (NPS-LETC), a division of LESES, has the responsibility of providing Seasonal, Basic, Advanced, and Field Training to all NPS LEOs. The NPS-LETC is located at the Federal Law Enforcement Training Center (FLETC) in Brunswick, Georgia, and is managed by a commissioned Superintendent. NPS-LETC's commissioned staff comprises three Program Managers, a Deputy Program Manager, and NPS Law Enforcement Instructors assigned to the Department of Homeland Security (DHS). LETC maintains an Administrative, Training, and Information Technology section to support the needs and requirements of the LEOs at NPS-LETC and in the field.
This training product will be used by approximately 1,000-2,000 LEOs annually, including Type I and Type II commissioned officers (permanent and seasonal). The training product will be available to these LEOs in an online format stored on DOI Talent.
1.3 Objectives: To provide a COTS, self-paced eLearning course (SPeC) to instruct LEOs to improve understanding of implicit bias, reduce implicit bias, and how this relates to law enforcement in the NPS.
The course would increase self-awareness, build skillsets to recognize and take ownership of personal biases, and develop a better understanding of cross-cultural communication for use in advance of and during law enforcement contacts with the public and others.
1.4 Scope: The Contractor shall provide a training product that follows a training proposal to provide a virtual Implicit Bias training course specific to law enforcement officers within the NPS. The curriculum will instruct commissioned LEOs on individual implicit bias related tactics and techniques and how to identify situations where implicit bias recognition and use of communication tools promote the safety of the visitor and employee. The product will provide information on the skills needed to reduce and manage biases- that is not just racial/ethnic bias, but biases based on other factors such as gender, sexual orientation, religion, and socioeconomic status, etc.
The training product must be customizable, including incorporating the use of NPS vernacular, circumstances, situations, photographs, videos and discussions with personnel focusing on day-to-day operations of law enforcement officers, including how they interact with members of the public. For example, Police, Sheriff, or other law enforcement monikers will be replaced with Law Enforcement Officer or Ranger to assist in ensuring the content is relevant and relatable to land management LEO’s.
The training product will remain consistent with maintaining the original tactics, techniques, and procedures of the original COTS product.
The product will incorporate video recordings, and the use of a "Case Study" would be value-added, to serve as an example. The Contractor will complete the filming and production of the video content incorporating NPS employees at a National Park Site. The final product would offer Level 1 (Passive-no interaction) eLearning interactivity.
The product will include specific NPS-based vocabulary and language, NPS-based themes, and situations, and feature the diverse backgrounds of the National Park System and its diverse employees. The final product will be between two and three hours of appropriate training content.
1.5 Period of Performance: The completed product shall be delivered to the NPS-LETC within 210 calendar days After Receipt of Order (ARO). The training product shall go through three draft reviews before delivery of the final product. After the final review and approval by NPS-LETC, the training product will be uploaded to DOI Talent by NPS-LETC.
From the date of upload, the Contractor shall provide one (1) year of support. NPS-LETC will direct any changes, modifications, or corrections needed to be made to this product during this time period.
