About this file
This Scope of Work document issued by the City of Atlanta Department of Procurement outlines specifications for an Invitation for Bid (IFB) for fully equipped police pursuit motorcycles and related services for the Atlanta Police Department. The solicitation is brand-specific, requiring new, current production Harley-Davidson factory police models (such as FLHTP or equivalent police platforms) exclusively; no alternative manufacturers or equivalent products will be considered. The procurement encompasses two groups: Group I covers police pursuit motorcycles designed and manufactured specifically for law enforcement operations including high-speed pursuit, traffic enforcement, emergency response, and extended patrol use, while Group II covers repair services and OEM parts supply. Each motorcycle must be delivered fully assembled, serviced, safety-inspected, and ready for operational use with no less than one-quarter tank of fuel to the Office of Fleet Services Asset Management Division at 23 Claire Drive, S.E., Atlanta, GA 30303. The specification document does not indicate specific quantities, response dates, or award dates, though it establishes that the selected vendor must assume full responsibility for delivery and upfitting in accordance with detailed technical requirements.
The motorcycles must include extensive police-specific equipment including Whelen emergency lighting systems, siren components, electronics compartment boxes, dual batteries with separation plates and chargers, factory-installed LED headlamps with specific part numbers, caliper lights, crash bars, full fairing, windshield, heated handlebars, and diagnostic software kits. Repair services must include same-day pickup from the OFS vehicle maintenance facility at 1540 Northside Drive for requests made before 12:00 p.m., with completed motorcycles returned within 24 hours of repair completion, maintaining a minimum 85 percent turnaround within 24 hours and 95 percent within 48 hours, excluding weekends, holidays, and accident-related repairs. The successful bidder must provide all replacement parts as genuine Harley-Davidson OEM parts unless otherwise approved in writing, deliver in-stock items within four hours of request and non-stock items within two business days, and maintain the ability to supply 90 percent of required parts within 24 hours with access to the remaining 10 percent within 72 hours. Payment terms are specified as five percent discount if paid within 10 days or net 30 calendar days of invoice. The vendor must provide a one-year parts and service warranty after delivery, manufacturer's standard warranty of minimum 36 months or 36,000 miles whichever occurs first, factory training for two technicians at a Harley-Davidson certified training center, and two hours of technical training plus two hours of operational training for City personnel at the bidder's expense.
