About this file

This is a Scope of Work document from the New York State Institute for Basic Research in Developmental Disabilities (IBR), an agency under the New York State Office for People With Developmental Disabilities (OPWDD), for compressed gas and liquid nitrogen cylinder rental, refill, exchange, delivery, pickup, and related cylinder-management services. The services will support IBR's laboratory, research, animal-care, clinical, and facility operations located at 1050 Forest Hill Road, Staten Island, NY, Richmond County. IBR requires multiple compressed gases and cryogenic liquids including argon, acetylene, carbon dioxide, nitrogen, oxygen, helium, specialty atmospheric mixtures, and liquid nitrogen to support critical functions such as mass spectrometry, cell-culture operations, animal procedures, clinical and emergency functions, cryogenic cell storage, and research equipment. The facility maintains an approximate physical inventory baseline of 82 cylinders and cryogenic containers; however, this figure does not represent an annual consumption quantity but rather establishes the scale of service. Actual quantities required will depend on product consumption, cylinder turnover, research activities, and programmatic needs. The contractor shall provide services on an as-needed basis throughout the contract term with the capability to accommodate routine scheduled deliveries as well as urgent requests to prevent operational disruption. A mandatory site visit must be scheduled, and the RFP indicates that proposals received after the deadline will not be accepted.

Bid pricing shall be net and clearly identify all applicable charges including gas and product pricing, specialty gas mixture pricing, liquid nitrogen pricing, cylinder and container rental or lease charges, refill and exchange charges, delivery and pickup charges, hazardous-material and environmental fees, fuel surcharges, and any other required service fees. All recurring and non-recurring fees must be disclosed in the bid, and charges not identified will not be assessed without prior authorization. The contractor must provide documentation with their bid of a comprehensive warranty and service agreement plan commensurate with industry standards, with an option for OPWDD to negotiate an extended warranty and service agreement plan as a separate service after the contract term ends. Invoices must indicate the invoice number, PO# OPD01, contract number, site name, itemized products delivered, and delivery dates, and will be paid based on actual products provided. The State of New York may require electronic invoicing submission. If the contractor fails to provide services as specified, OPWDD may procure services from another vendor and bill the contractor for costs exceeding the contractual price. No substitute products shall be supplied without prior approval from authorized IBR personnel.

Scope of Work The New York State Institute for Basic Research in Developmental Disabilities (referred to as “IBR”) is an agency under the New York State Office for People With Developmental Disabilities (referred to as “OPWDD”). The Office of Laboratory Safety and Training, located at 1050 Forest Hill Road, Staten Island, NY, Richmond County, is seeking to acquire compressed gas and liquid nitrogen cylinder rental, refill, exchange, delivery, pickup, and related cylinder-management services to support IBR’s laboratory, research, animal-care, clinical, and facility operations.

At IBR, compressed gases and cryogenic liquids are vital for scientific research and laboratory operations. Argon is essential for mass spectrometry, while acetylene is used for brazing metal parts. Carbon dioxide supports cell cultures and helps in addition to maintain conditions for mouse brain tissue research, as well as facilitating cell-culture incubation and humane euthanasia. Specialty gas mixtures create specific atmospheric conditions for experiments, and nitrogen is crucial for hypoxic environments and various laboratory applications. Oxygen is necessary for animal surgeries and emergency use, helium purges oxygen from solvents to preserve experimental integrity, and liquid nitrogen enables cryogenic storage of cells and tissues. Together, these gases and liquids ensure high standards in research and operations at IBR.

The Contractor shall provide the products and services necessary to maintain an adequate and uninterrupted supply based on IBR’s actual operational requirements.
