| MLG 27 Gun Systems Evaluation |
SCOPE
Background This Statement of Work (SOW) establishes the supplies and tasks in support of the Kuwait Naval Forces (KNF) MLG 27mm Gun System under Foreign Military Sales (FMS). The gun system was sole sourced to Rheinmetall (RWM) in the FMS Case KU-P-SAY Letter of Acceptance (LOA) and the KU-P-BAJ LOA. This system is supported by FMS Cases KU-P-GGC and KU-P-GHD.
Description The MLG 27 Gun System is a remotely controlled, fully stabilized, autonomous and automatic gun system. The system uses a 27mm cannon that is capable of firing 1700 rounds per minute. Together with several types of ammunition, the system is highly effective against small, high-speed boat threats.
Fifteen (15) MLG 27mm gun systems, ammunition, related factory acceptance tests and system acceptance tests, spare parts, training, and technical assistance for reactivation were previously procured under contracts N63394-06-D-4002 and N63394-07-D-4005, N00174-12-D-0002, N00174-14-P-0007 and N00174-17-D-0046. All fifteen (15) MLG 27mm gun systems have been accepted by the U.S. Government and are located in Kuwait; ten are installed on active patrol boats.
KNF will eventually requires the repair and remanufacturing as necessary of the MLG 27mm gun mounts and eventual upgrade of the guns with the Environmental Ballistic Data System (EBDS), possible additional spare parts, training, maintenance and engineering services, and follow-on technical support. In order to accomplish this task, it is necessary to send a field service technician or engineer to the KNF naval base and inspect the gun mounts for serviceability. A follow on effort will be necessary (via a separate contract) to repair the gun mounts to a serviceable condition and then later to upgrade them with system improvements including the EBDS upgrades to the systems and patrol boats. This effort is to simply send a field service engineer to the KNF naval base and quantify the serviceability of the existing gun mounts and provide an estimate to repair or overhaul them to get them into a serviceable condition.
Deliverables.
Four copies of a serviceability report for each gun mount in the KNF inventory, a detailed report on what is required to bring each gun mount up to a fully functioning condition (A-Condition) and return them to service. This shall include a listing of all parts replaced or repaired, and if the components will have to be returned to the OEM factory in Oberndorf, Germany or elsewhere for this to happen. A report on each gun mount by serial number and boat hull will be necessary. A fully detailed estimate of the services for each gun mount is required including packaging, handling, shipping and transportation costs.
Period of Performance The period of performance of this contract action shall be 90 days after receipt of contract for Rheinemtall to conduct the inspection of the KNF MLG27 gun mount assets and the deliverable report shall be made available to the POCs within 60 days of the inspection.
