About this file
This is a Scope of Work (SOW) for reconnection and integration of backup generators at ten (10) official residential properties of the U.S. Consulate General Cape Town. The contractor shall provide all labor, materials, supervision, tools, equipment, transportation, and incidentals to reconnect existing but non-operational generators that have not been maintained in two years and integrate them with existing solar, battery, and municipal power systems. Work includes site assessments, generator servicing, electrical reconnection, installation of Automatic Transfer Switches (ATS) or equivalent controls, interlocks, protection systems, and control wiring to ensure no back-feeding between power sources. The system shall operate with solar/battery as primary power, municipal utility as secondary, and generator as tertiary backup that automatically starts upon loss of both primary and secondary sources and shuts down when either is restored.
The contractor must perform comprehensive maintenance on all generators including engine and wiring inspections, corrosion removal, belt and filter replacements, fuel sampling, oil and coolant changes, and ATS component cleaning and inspection per manufacturer specifications. All work must comply with applicable electrical codes, UL requirements, NFPA guidelines, and Department of State safety procedures. Personnel requirements include qualified technicians with current trade licenses, Tesla-certified installers for battery system work, and designated on-site supervisors. Work hours are 8:00 AM to 5:00 PM Monday through Thursday and 8:00 AM to 1:00 PM Friday. Upon completion, the contractor shall submit test and commissioning reports, updated single-line diagrams, certificates of compliance for electrical installations, and as-built documentation. Evaluation criteria include project manager qualifications, staffing levels, trade certifications, work history with similar projects, detailed work plans with chronograms, material lists, equipment identification, and quality assurance plans. Subcontractors must be identified in proposals; failure to disclose subcontractor usage prior to award will result in a cure notice.

· Installing all required electrical components to ensure safe and compliant operation
· Ensuring proper system coordination and functionality across all power sources
3. System Operating Concept Upon completion, the electrical system shall operate in the following priority sequence:
1. Solar/Battery System – Primary source of power
2. Municipal Utility Power – Secondary source
3. Generator Power – Tertiary (backup) source The generator system shall:
· Automatically start upon loss of both solar/battery and municipal power
· Supply power only to designated essential loads
· Shut down automatically when primary or secondary power is restored
4. Performance Requirements The Contractor shall:
· Inspect and test all existing Government Furnished Equipment (GFE)

3. Inspect unit thoroughly for loose fasteners.
4. Test and operate mechanical emergency shut off controls.
5. Clean radiator air passages and exhaust air ducts.
6. Clean intake louvers and ducts.
7. Check automatic open and close shutter-stats and thermatic fans.
8. Inspect unit for corrosion. Remove any corrosion, prime and paint.
9. Fill out maintenance checklist and report deficiencies
10. Perform any additional maintenance tasks that may be recommended in the manufacture’s operations and maintenance manuals.
11. Change oil and oil filter. (Must be changed every 250 hours or annually). To be performed after the load test in step 12.
12. Replace radiator coolant. (Every five years)
13. Replace the V and fan belts, tighten the belts with proper tension.
14. Replace all fuel filters and record differential pressure to start a baseline.
15. Replace air filters,
16. Check and inspect fuel diesel day tank.
17. Obtain fuel sample at day tank and storage tank for analysis.
18. Clean dust and vacuum all the controls, meters, switching mechanism components, interior bus work, and connecting lugs of the ATS, Emergency circuit board.
19. Inspect/Check bus work and supporting hardware for carbon tracking, cracks, corrosion, or any type of deterioration.
20. Check stationery and movable contacts.
21. Check system hardware, control wirings and power cables for loose connections.
22. Check all control wiring and power cables (especially wiring between or near hinged door) for sign of wear and deterioration.
