About this file
This document is a Scope of Work (SOW) for the reconnection and integration of backup generators at ten (10) official U.S. Consulate General Cape Town residential properties. The project addresses non-operational backup generators that have not been maintained for two years and are currently disconnected from residential electrical systems. The contractor must provide all labor, materials, supervision, tools, equipment, transportation, and incidentals necessary to reconnect and integrate existing generators with current solar, battery, and municipal power systems. Primary work activities include conducting site assessments at each residence, reconnecting generators to electrical distribution systems, installing Automatic Transfer Switches (ATS) or equivalent controls with interlocks and protection systems, configuring automatic start/stop functionality, and ensuring compliance with all applicable electrical codes and safety standards.
The electrical system shall operate under a defined priority sequence: solar/battery systems as primary power, municipal utility power as secondary, and generator power as tertiary backup that automatically activates only upon loss of both primary and secondary sources. The contractor must inspect and test all existing Government Furnished Equipment (GFE), identify deficiencies, design and install required control systems to prevent back-feeding between power sources, and ensure generators supply power only to designated essential loads. Comprehensive testing and commissioning are required, including generator functionality, power source transfer sequencing, load transfer verification, and safety system validation. All deliverables must include test and commissioning reports, updated single-line diagrams, certificates of compliance for electrical installations, and as-built documentation. Prospective vendors must demonstrate at least five years of experience in electrical installation or generator systems, completion of three comparable projects within the past five years, and proven experience with generator integration and ATS systems. A mandatory site visit is scheduled for May 19, 2026, at 10:00 AM.

Scope of Work (SOW) Reconnection of Residential Backup Generators
1. Background Backup generators are currently on site at multiple Consulate residences; however, they are not connected to the residential electrical systems and have not been maintained in 2 years. Therefore, they are identified as non-operational as backup power sources.
Existing solar and battery systems are installed and partially supporting electrical loads. The lack of generator integration reduces overall system redundancy and resilience.
This project is required to restore full backup power capability, improve energy reliability, and ensure compliance with operational and safety requirements.
2. Scope of Work The Contractor shall provide all labor, materials, supervision, tools, equipment, transportation, and incidentals necessary to reconnect and integrate the existing generators into the residential electrical systems.
Work shall include, but is not limited to:
· Conducting site assessments at each residence to determine system configuration and requirements
· Reconnecting generators to the electrical distribution systems
· Integrating generators with existing solar, battery, and municipal power systems
· Installing all required electrical components to ensure safe and compliant operation
· Ensuring proper system coordination and functionality across all power sources
3. System Operating Concept Upon completion, the electrical system shall operate in the following priority sequence:
1. Solar/Battery System – Primary source of power
2. Municipal Utility Power – Secondary source
3. Generator Power – Tertiary (backup) source The generator system shall:
· Automatically start upon loss of both solar/battery and municipal power
· Supply power only to designated essential loads
· Shut down automatically when primary or secondary power is restored
4. Performance Requirements The Contractor shall:
· Inspect and test all existing Government Furnished Equipment (GFE)
· Identify and report deficiencies or non-functional components
· Design and install required:
· Automatic Transfer Switches (ATS) or equivalent controls
· Interlocks and protection systems
· Control wiring and circuitry
· Ensure no back-feeding occurs between power sources
· Configure automatic start/stop functionality for generators
· Ensure only essential circuits are connected to generator backup
· Comply with all applicable electrical codes and safety standards
5. Testing and Commissioning The Contractor shall perform comprehensive testing and commissioning, including:
· Generator start and stop functionality
· Power source transfer sequencing and prioritization
· Load transfer to essential circuits
· System response under simulated outage conditions
· Verification of all safety and protection systems All deficiencies identified during testing shall be corrected prior to final acceptance.
6. Submittals and Deliverables Upon completion, the Contractor shall provide:
· Test and Commissioning Reports
· Updated Single-Line Diagrams
· Certificate of Compliance (CoC) for electrical installations
· As-built documentation reflecting final system configuration
