1.0 Objective

The work includes paving a 35’ x 40’ parking lot area and repairing a 3' x 60' saw cut trench. See Exhibits 1 and 2 for locations.

2.0 Scope of Work

The project consists of two primary tasks. All work must adhere to standard commercial paving practices and ensure proper bonding, compaction, and drainage.

Task Dimensions Area Base Material Min. Asphalt Depth

1. Parking Lot Paving 35 ft x 40 ft 1,400 sq ft Existing #57 Stone 4 inches

2. Saw Cut Trench Repair 3 ft x 60 ft 180 sq ft Existing #57 Stone 4 inches

3.0 Specific Task Requirements

3.1 Task 1: 35' x 40' Parking Lot Paving

• Edge Milling & Preparation: The Contractor shall mill both the perimeter edges of the adjacent parking lot asphalt and the edges along the entire length of the parking area to create an appropriate mailto:Jason.Almodovar@usace.army.mil bonding surface. This milling is required to ensure a seamless, flush transition, proper blending between the new and old blacktop, and a strong bond that prevents voids and future reflective cracking.

• Tack Coat: An appropriate tack coat must be applied to the milled edges before asphalt placement to ensure a strong joint.

• Base Preparation: The current base consists of #57 stone. The Contractor shall inspect and prepare the base to ensure it is compacted and at the correct elevation prior to paving.

• Drainage: The Contractor shall grade the base and install the asphalt to provide a gradual, positive drain directed toward the back of the lot (toward the yard area) to prevent water ponding.

• Asphalt Application: The Contractor shall place and compact a minimum of a four (4)-inch cap of Hot Mix Asphalt (HMA).

• Final Elevation: The finished surface elevation must perfectly match the elevation of the current, adjacent blacktop.

3.2 Task 2: 3' x 60' Saw Cut Trench Repair

• Material Removal: The current base in the trench is #57 stone that sits flush with the existing blacktop. The Contractor shall excavate and remove a minimum of 4 inches of this stone to accommodate the new asphalt layer.

• Base Preparation: The current base consists of #57 stone. The Contractor shall inspect and prepare the base to ensure it is compacted and at the correct elevation prior to paving.

• Edge Milling & Preparation: The Contractor shall mill both edges along the entire length of the trench to create an appropriate bonding surface. This milling is required to ensure a seamless, flush transition, proper blending between the new and old blacktop, and a strong bond that prevents voids and future reflective cracking.

• Tack Coat: An appropriate tack coat must be applied to the milled edges before asphalt placement to ensure a strong joint.

• Asphalt Application: The Contractor shall place and compact a minimum of a three (4)-inch cap of HMA into the trench.

• Final Elevation: The finished surface must be flush with the surrounding asphalt.

4.0 Materials and Compaction Specifications

4.1 Asphalt Mix Requirements

The Contractor shall utilize a high-quality, hot-mix asphalt (HMA) designed for light-to-medium duty vehicular traffic, consistent with state Department of Transportation (DOT) standards for surface courses.

• Mix Type: State DOT approved Superpave 9.5mm (or 12.5mm) Surface Course (equivalent to a fine-graded Marshall mix with a maximum aggregate size of 3/8 inch).

• Asphalt Binder: PG 64-22 (Performance Graded) binder optimized for regional temperature variations.

• Composition: The mix must consist of clean, angular crushed stone aggregate, manufactured sand, and a minimum of 5.0% asphalt binder content by weight of total mix. Recycled Asphalt Pavement (RAP) content shall not exceed 15% to ensure maximum durability and resistance to cracking.

• Delivery Temperature: The asphalt must arrive at the job site and be discharged into the pavers at a temperature between 275°F (135°C) and 320°F (160°C). Any load arriving below 250°F (121°C) shall be rejected.

4.2 Compaction and Rolling Method

The Contractor shall perform compaction immediately following the laydown of the asphalt mix to achieve a target density of 92% to 97% of maximum theoretical density (AASHTO T209). Rolling operations must be executed in a continuous, controlled sequence while the mix temperature is within the workable range of 175°F to 290°F (79°C to 143°C).

• Equipment Required: A minimum of one (1) self-propelled steel-wheel vibratory roller (minimum weight of 3 to 5 tons for the parking lot and trench) and one (1) static steel-wheel finish roller.

• Rolling Sequence:

1. Breakdown Rolling: The vibratory roller shall operate immediately behind the paving operation. The first pass must be made along the joints and low edge of the pavement, progressing gradually toward the higher side. Vibratory mode must be active, operating at high frequency and low amplitude.

2. Intermediate Rolling: A second series of passes must occur immediately following the breakdown phase to achieve the required density before the mix cools below 175°F (79°C).

3. Finish Rolling: The static steel-wheel roller must be used while the material is still warm enough to remove roller marks and smooth out any surface irregularities. This phase must be completed in static (non-vibratory) mode.

• Rolling Direction and Speed: Rollers must move at a slow, uniform speed not exceeding 3 mph (5 km/h). The drive wheels of the roller must face the paver. Any change in direction must be made slowly, and rollers must not be permitted to stand or park on the newly placed asphalt until it has completely cooled below 140°F (60°C).

5.0 Clean-up and Disposal

• The Contractor shall keep the work area free from accumulations of waste materials.

• All excavated #57 stone, asphalt millings, and construction debris must be removed from the site and disposed of properly by the Contractor in accordance with local, state, and federal regulations.
