About this file
This Scope of Work document is issued by the Directorate of Public Works at Camp Blanding Joint Training Center under the Florida Army National Guard to solicit bids for repaving three avenues (Bartow, Miramar, and Sarasota) at the facility located in Starke, Florida. The project requires contractors to remove grass from roadway edges and driveways, mill existing asphalt to remove deficient areas, apply FDOT-approved tack product at 0.10 gallons per square yard, and install two lifts of hot mix asphalt consisting of a leveling course of approximately 1.5 inches of SP-12.5 mix (maximum 30% RAP) followed by a final 1.5-inch layer of 12.5 mix per FDOT standards. The scope mandates replacement of all culverts crossed by new paving on a like-for-like basis with concrete mitered ends, cleaning of roadside ditches to maintain proper drainage, and installation of new sod in all areas where grass is stripped or damaged. All inspections, testing, and contractor-caused repairs to concrete ditch linings are included in the contractor's responsibility and bid costs. A mandatory pre-bid site visit is required for all prospective bidders, with the solicitation dated July 22, 2026, and an estimated construction cost of $580,000.
The project includes compaction testing requirements of 98% or higher for base and sub-base materials in areas with existing utility cuts prior to paving, with all testing costs included in the bid. All millings, dirt, and other recyclable materials must remain on Camp Blanding and be managed according to project specifications. Contractors must obtain and pay for all required building permits from local authorities, with the exception of Fire Marshal jurisdiction which remains with the State Fire Marshal for compliance with uniform fire safety standards. Contractors governing fields under Florida Statutes Chapters 399, 455, 489, and 633 must submit qualification data including Form FNG 5085 Contractor's Experience Questionnaire and Financial Statements at bid opening. The contractor is responsible for determining all permits, fees, and impact fees required by entities having jurisdiction over the project and must include these costs in the bid proposal.

Scope of Work
Repave the Streets identified in the attached map, at the Camp Blanding Joint Training Center.
Prior to paving, remove all grass from roadway edges and driveways.
All Streets will be milled of existing asphalt to remove all deficient areas.
All inspections and testing are the responsibility of the contractor and cost must be included in your bid.
Following clean-up an FDOT approved tack product will be applied by use of a heated distributor truck at a rate of 0.10 gallons per square yard.
Following the application of the FDOT approved tack product, a leveling course (1st lift, approximately 1 ½ inches) of SP-12.5 hot mix asphalt (maximum 30% RAP) will be placed by spreader and compacted prior to further work. 2nd lift, final paving to consist of 1 1/2" of 12.5 mix per FDOT Standards. There shall be a 2% fall from the centerline of the road to each edge of road.
Anywhere the new paving crosses a culvert, the culvert is to be replaced (with like for like), and concrete mitered ends added. (See Project Notes (2.) below)
Project Notes:
All new culverts shall be concrete. The shape and size must remain as original. All culverts must be replaced to their original inverts and maintain a positive flow from culvert to culvert.
All roadside ditches along newly paved roads must be cleaned from culvert to culvert and maintain a natural flow from culvert to culvert. Some ditches are concrete lined. The contractor shall repair any of the concrete lining which is damaged by their equipment.
All Avenues that have existing utility cuts will require testing for densities of base and sub-base compaction. All testing must reach 98% compaction or higher prior to paving.
Any areas that have grass stripped or damaged will require new sod. No seeding allowed. Contractor must water until sod is established.
ALL millings, dirt or other recyclable materials shall remain on Camp Blanding and will be
