About this file

This Scope of Work document outlines instructional services requested by the Iowa Department of Transportation for a Competent Person Trenching Class. The procurement seeks qualified instructors to deliver comprehensive classroom-based training to Iowa DOT employees designated to serve as Competent Persons for trenching and excavation operations in compliance with OSHA standards (29 CFR 1926 Subpart P). The project encompasses six separate training classes, with one class held at each of the following locations: Ames, Atlantic, Sioux City, Mason City, Cedar Rapids, and Fairfield. Each class will accommodate 30 student employees and will run for a typical duration of 6 to 8 hours, including both classroom instruction and hands-on activities. The primary deliverables include training materials (manuals, handouts, and OSHA reference guides), Competent Person certification upon successful completion, attendance rosters, and evaluation forms. The proposal due date is March 4, 2026, with a posting date of February 13, 2026.

Bidders must provide pricing for all six classes with a combined total of 180 participants, with all pricing to include instructor travel expenses to each location and all student materials and certification cards. All line items are tied, meaning the contract will be awarded to a single vendor for the complete scope of work. The training covers eight core learning objectives, including OSHA compliance requirements, soil classification, hazard recognition, protective systems implementation, daily inspections, and safe work practices. No language accommodations are required as all students will be English-speaking. The Iowa DOT will not provide trench boxes, placing that responsibility on the contractor. The document contains no information regarding set-asides, incumbent vendors, contract value, or funding sources.
