Each workstation must be equipped with four NVIDIA RTX PRO 5000 48 GB Blackwell GPUs operating simultaneously, along with specified processors (Intel Xeon 6 series or AMD Threadripper PRO 9000 WX-Series with minimum 44 physical cores), 256 GB DDR5 ECC memory, two 2 TB NVMe M.2 PCIe Gen4 SSDs, dual 2000-watt Titanium-rated power supplies, and Ubuntu 26.04 or 24.04 LTS Desktop operating system. No component substitutions are permitted without meeting or exceeding stated technical requirements. The contractor is responsible for complete assembly, integration, driver installation, BIOS configuration, and pre-delivery testing to ensure all four GPUs are recognized and functional for CUDA workloads.
The contractor must deliver each system with comprehensive documentation including installed component specifications, serial numbers, driver versions, warranty information, and a configuration and test report confirming all hardware functionality and multi-GPU capability. A minimum manufacturer or contractor warranty covering parts and labor for all components, including the four GPUs, must be provided with specified support procedures and replacement timelines. The contractor bears full responsibility for verifying component compatibility, PCIe lane allocation, physical clearance for four GPUs, power requirements, thermal performance under multi-GPU loads, and driver compatibility prior to shipment. All quotations must include shipping costs to be considered. This solicitation is issued by the Department of the Navy, Office of Naval Research, under Solicitation Number N0017327Q1301394802a.

Scope of Work Tower Workstation Quantity of 2.
All Quotes must provide shipping in quotes, if applicable, to be considered Purpose The contractor shall provide two (2) fully assembled, configured, tested, and warrantied high-performance tower workstations capable of executing proprietary NVIDIA CUDA-based software workloads. Each workstation shall support four (4) NVIDIA RTX PRO 5000 48 GB Blackwell Graphics Processing Unit (GPU) cards simultaneously.
Scope The contractor shall furnish all hardware, firmware, operating system software, drivers, assembly, integration, testing, documentation, and warranty support necessary to deliver a complete and operational workstation. Systems shall be configured to ensure stable operation of four installed NVIDIA GPUs under sustained computational workloads.
Technical Requirements Each workstation shall meet or exceeds the following requirements:
Component Requirement Processor: Intel Xeon 6 series or AMD Threadripper PRO 9000 WX-Series CPU, with no fewer than 44 physical CPU cores and a minimum 2.2 GHz base frequency. No substitutions allowed.
Motherboard: Workstation-class motherboard based on Intel W890 chipset or AMD WRX80 chipset compatible with the proposed processor and capable of supporting four PCIe GPU cards at full operating bandwidth. No substitutions allowed Memory: 256 GB DDR5 Error-Correcting Code (ECC) memory, minimum 4800 MT/s. No substitutions allowed Primary Storage Two (2) 2 TB NVMe M.2 PCIe Gen4 solid-state drives. No substitutions allowed Graphics Processing Units Four (4) NVIDIA RTX PRO 5000 Blackwell GPUs, each with 48 GB graphics memory, installed and operational in each workstation. No substitute allowed.
Operating System: Ubuntu 26.04 or 24.04 LTS Desktop, 64-bit, with all necessary OEM hardware drivers, including NVIDIA graphics driver, pre-installed and tested. No substitutions allowed.
Power Supply: Minimum dual 2000-watt, Titanium-rated, modular power supply sized to support the fully configured system and sustained operation of four installed GPUs and CPU. May take 120V or 220V input. No substitution allowed.
CPU Cooling: CPU cooler and additional cooling fans to maintain operational temperatures within specification for the system components under full load.
Chassis: Tower workstation chassis capable of physically accommodating the motherboard, four installed RTX PRO 5000 GPUs, power supply, storage devices, and cooling solution without obstructing airflow or service access.
Networking: Integrated Ethernet networking of at least 2.5Gb/s supported by the selected motherboard or included Network Interface Card.
Firmware and Drivers: Current stable BIOS/UEFI, motherboard chipset drivers, storage drivers, network drivers, and NVIDIA professional GPU drivers installed and configured.
GPU and CUDA Requirements
1. Each workstation shall include four (4) NVIDIA RTX PRO 5000 48 GB Blackwell GPUs.
2. The system architecture shall support all four GPUs concurrently without disabling, reducing functionality of, or requiring removal of any installed GPU.
3. The contractor shall configure the system to support execution of proprietary CUDA code using the installed NVIDIA GPUs.
4. The contractor shall install a current, stable NVIDIA professional graphics driver compatible with Ubuntu Desktop 26.04 or 24.04 LTS and the RTX PRO 5000 Blackwell GPUs.
5. The contractor shall verify that the operating system recognizes all four GPUs and that each GPU is available for CUDA-capable workloads.
6. The contractor shall ensure adequate PCIe slot spacing, lane allocation, chassis clearance, power delivery, and thermal management for four installed GPUs.
7. TAA Compliant Integration and Configuration Requirements The contractor shall:
- Assemble all components into a complete, operational tower workstation.
- Ensure compatibility among the processor, motherboard, memory, storage, GPUs, power supply, chassis, and cooling solution.
- Configure BIOS/UEFI settings for stable multi-GPU operation.
- Configure the two NVMe solid-state drives as separate drives unless otherwise directed by the Government.
- Install current stable drivers and firmware necessary for system operation.
- Verify that all installed memory, storage devices, and GPUs are recognized by the operating system.
- Provide a clean system configuration without unnecessary consumer software, trialware, or unauthorized remote-management applications.
- Ensure all four GPUs remain adequately cooled during sustained compute workloads.
Testing and Acceptance Prior to delivery, the contractor shall perform functional testing of each workstation. At a minimum, testing shall confirm:
1. Successful system boot and operating system startup.
2. Recognition of the specified processor, 256 GB ECC memory, two 2 TB NVMe SSDs, and four NVIDIA RTX PRO 5000 GPUs.
3. Proper installation and operation of the NVIDIA GPU driver.
4. Successful identification of all four GPUs by an NVIDIA GPU management utility.
5. CUDA capability is available to the operating system and installed NVIDIA GPUs.
6. Storage devices, memory, cooling systems, and power delivery operate without reported hardware faults.
7. The system remains stable during a reasonable multi-GPU stress or diagnostic test representative of sustained computational use.
The contractor shall provide test results or a configuration/quality-control report with each workstation.
Deliverables For each workstation, the contractor shall provide:
- One fully assembled and configured tower workstation with all components as listed above.
- Documentation identifying installed components, including manufacturer, model, serial number, driver versions numbers, and warranty information.
- A configuration and test report confirming system functionality and operation of all four GPUs.
- Manufacturer documentation, accessory cables, power cords, and any required adapters.
- Warranty and support contact information.
Warranty The contractor shall provide a minimum manufacturer or contractor warranty covering parts and labor for the complete workstation configuration. Warranty coverage shall include the processor, motherboard, memory, storage devices, power supply, cooling components, chassis, and all four installed GPUs. The contractor shall identify warranty duration, support procedures, and replacement or repair timelines in its proposal.
Contractor Responsibilities The contractor is responsible for verifying final component compatibility before shipment, including but not limited to:
- CPU-to-motherboard compatibility;
