About this file
This is a Scope of Work document for the procurement of two fully assembled, configured, and tested high-performance tower workstations equipped with Intel Xeon W-3500 Series processors and four NVIDIA RTX PRO 5000 48 GB Blackwell GPUs each. The solicitation is issued by the Department of the Navy Office of Naval Research (Solicitation Number: N0017327Q1301394802) and requires quotes from authorized OEM resellers only, with an Authorized OEM Reseller letter required with submission. Shipping must be included in all quotes to be considered for award.
Each workstation must meet specific technical specifications including an Intel Xeon w9-3575X processor (or approved AMD Threadripper equivalent) with minimum 44 physical CPU cores at 2.2 GHz base frequency, 256 GB DDR5 ECC memory, two 2 TB NVMe PCIe Gen4 SSDs, a Titanium-rated minimum 1600-watt power supply, and Ubuntu 26.04 LTS Desktop 64-bit operating system. The contractor is responsible for complete assembly, BIOS/UEFI configuration, installation of current stable NVIDIA professional drivers, and verification that all four GPUs operate concurrently without functionality reduction. Prior to delivery, each workstation must undergo functional testing to confirm processor recognition, GPU operation, CUDA capability, storage and memory recognition, thermal performance, and system stability under sustained computational loads. The contractor shall provide documentation identifying installed components with manufacturer details, serial numbers, driver versions, warranty information, configuration and test reports, manufacturer documentation, and warranty support contact information. A minimum manufacturer or contractor warranty covering parts and labor for the complete configuration is required, with warranty duration and support procedures to be identified in the proposal.

Submit Authorized OEM Reseller letter with quote.
All Quotes must provide shipping in quotes, if applicable, to be considered Purpose The contractor shall provide two (2) fully assembled, configured, tested, and warrantied high-performance tower workstations capable of executing proprietary NVIDIA CUDA-based software workloads. Each workstation shall support four (4) NVIDIA RTX PRO 5000 48 GB Blackwell Graphics Processing Unit (GPU) cards simultaneously.
Scope The contractor shall furnish all hardware, firmware, operating system software, drivers, assembly, integration, testing, documentation, and warranty support necessary to deliver a complete and operational workstation. Systems shall be configured to ensure stable operation of four installed NVIDIA GPUs under sustained computational workloads.
Technical Requirements Each workstation shall meet or exceeds the following requirements:
Component Requirement Processor: Intel Xeon w9-3575X processor, or approved equivalent AMD Threadripper processor, with no fewer than 44 physical CPU cores and a minimum 2.2 GHz base frequency.
Processor Platform: Intel Xeon W-3500 Series-compatible workstation platform when providing the Intel configuration.
Motherboard: ASUS Pro WS W790E-SAGE SE motherboard, LGA 4677 socket, or approved equivalent workstation-class motherboard compatible with the proposed processor and capable of supporting four PCIe GPU cards at required operating bandwidths.
Memory: 256 GB DDR5 Error-Correcting Code (ECC) memory, configured as four (4) 64 GB modules, minimum 4800 MT/s.
Primary Storage Two (2) 2 TB NVMe M.2 PCIe Gen4 solid-state drives; Samsung 990 Pro or approved equivalent.
Graphics Processing Units Four (4) NVIDIA RTX PRO 5000 Blackwell GPUs, each with 48 GB graphics memory, installed and operational in each workstation.
Operating System: Ubuntu 26.04 LTS Desktop, 64-bit, with all necessary OEM hardware drivers, including NVIDIA graphics driver, pre-installed and tested.
Power Supply: Minimum 1600-watt, Titanium-rated, modular power supply sized to support the fully configured system and sustained operation of four installed GPUs.
CPU Cooling: 4U CPU cooler or equivalent high-performance cooling solution compatible with the selected processor, chassis, and workstation operating profile.
Chassis: Tower workstation chassis capable of physically accommodating the motherboard, four installed RTX PRO 5000 GPUs, power supply, storage devices, and cooling solution without obstructing airflow or service access.
Networking: Integrated Ethernet networking supported by the selected motherboard or equivalent workstation-class network interface.
Firmware and Drivers: Current stable BIOS/UEFI, motherboard chipset drivers, storage drivers, network drivers, and NVIDIA professional GPU drivers installed and configured.
GPU and CUDA Requirements
1. Each workstation shall include four (4) NVIDIA RTX PRO 5000 48 GB Blackwell GPUs.
2. The system architecture shall support all four GPUs concurrently without disabling, reducing functionality of, or requiring removal of any installed GPU.
3. The contractor shall configure the system to support execution of proprietary CUDA code using the installed NVIDIA GPUs.
4. The contractor shall install a current, stable NVIDIA professional graphics driver compatible with Ubuntu Desktop 26.04 LTS and the RTX PRO 5000 Blackwell GPUs.
5. The contractor shall verify that the operating system recognizes all four GPUs and that each GPU is available for CUDA-capable workloads.
6. The contractor shall ensure adequate PCIe slot spacing, lane allocation, chassis clearance, power delivery, and thermal management for four installed GPUs.
7. TAA Compliant Integration and Configuration Requirements The contractor shall:
- Assemble all components into a complete, operational tower workstation.
- Ensure compatibility among the processor, motherboard, memory, storage, GPUs, power supply, chassis, and cooling solution.
- Configure BIOS/UEFI settings for stable multi-GPU operation.
- Configure the two NVMe solid-state drives as separate drives unless otherwise directed by the Government.
- Install current stable drivers and firmware necessary for system operation.
- Verify that all installed memory, storage devices, and GPUs are recognized by the operating system.
- Provide a clean system configuration without unnecessary consumer software, trialware, or unauthorized remote-management applications.
- Ensure all four GPUs remain adequately cooled during sustained compute workloads.
Testing and Acceptance Prior to delivery, the contractor shall perform functional testing of each workstation. At a minimum, testing shall confirm:
1. Successful system boot and operating system startup.
2. Recognition of the specified processor, 256 GB ECC memory, two 2 TB NVMe SSDs, and four NVIDIA RTX PRO 5000 GPUs.
3. Proper installation and operation of the NVIDIA GPU driver.
4. Successful identification of all four GPUs by an NVIDIA GPU management utility or equivalent diagnostic tool.
5. CUDA capability is available to the operating system and installed NVIDIA GPUs.
