About this file

The Ohio Department of Natural Resources (ODNR) Division of Wildlife is requesting bids for vegetation control services at the Darke Wildlife Area. The project involves clearing herbaceous and woody vegetation from pond dams W1, W2, W3, W4, W6, and W7, including slopes, and the emergency spillway of pond W5. Additionally, the project requires clearing and widening trails for all seven ponds, with a total trail length of approximately 8,200 linear feet. A mandatory pre-bid site visit is scheduled for October 23rd, 2025, at 10:00 AM EST, and attendance is required for bid eligibility. The work must be completed by June 30th, 2026, with specific restrictions on cutting woody vegetation greater than 5 inches in diameter breast height, which can only be done between October 1, 2025, and March 31, 2026.

The contract will be awarded to the lowest responsive and responsible bidder through Ohio Buys, with bidders required to submit separate bids for dam clearing and trail clearing, as well as a combined total. Contractors must include all labor, materials, and equipment necessary to complete the work, following customary industrial practices and ensuring daily cleanup of the job site. Specific requirements include clearing vegetation within 3 inches of ground level, maintaining a 20-foot trail width with 8-foot height clearance, and carefully managing equipment to avoid damaging dam slopes. Invoices must be submitted directly to Financial Shared Services with specific formatting and documentation requirements, including a unique invoice number, detailed service description, and no sales tax.

2). Clearing /widening trails for all ponds, W1, W2, W3, W4, W5, W6, & W7.

Scope of Services; Dam Clearing

This work includes mowing grass and mulching woody growth on pond embankments at Darke Wildlife

Area (figures 2 through 4). Respective average dam widths to be cleared can be found in Table 1.

• Dams shall be cleared of all woody growth. Woody growth greater than 5 inches in diameter breast height (DBH) may only be cut between Oct. 1, 2025, and March 31, 2026.

• All vegetation needs to be cleared within 3 inches of ground level Toe-to-Toe plus a minimum of

10’ past the downstream toe, or to the existing brush piles. Except, stumps of trees greater than

5” DBH may be left two to three feet tall to facilitate mechanical removal later.

• No debris may be disposed of within the ponds or on trails. Large trees may be disposed of on site at a location agreed upon with the Area Representative.

Scope of Services; Trail Clearing / Widening

This work also includes widening and clearing trails which have become overgrown, as well as cutting down hazard trees along the trails (figures 2 through 4). There are multiple trail segments around the ponds. The approximate total length of the trails to be cleared is 8,200 linear feet.

• Trails shall be cleared to a minimum of 20’ in width and at least 8’ in height.

• Cutting height of woody vegetation shall be as close to ground level as possible to avoid creating tripping hazards. Cutting height of grass may be 4” or less.

• Any standing dead hazard trees overhanging or adjacent to the completed trail, which may fall onto the trail shall be felled. These trees and any downed trees removed from the trails may be left on site in the brush on the side of the trail furthest from the pond.

Methods:

All work will be completed in a manner consistent with customary industrial practices. Use of a boom mower in conjunction with an excavator mower may be required to clear sloped areas and is highly recommended to avoid damage to dams and water control structures. Dam slopes vary with most being steeper than 3:1 (see table below). Heavy equipment must not damage dam slopes while cutting.

Operators must walk the dams prior to cutting to familiarize themselves with potential hazards, such as water control structures, pipes, rodent burrows, uneven terrain, fence posts, etc.

Any ground disturbance is to be kept to a minimum and equipment with low ground pressure is recommended but not required.

All grass & brush clearing needs to be completed by June 30th, 2026.
